In a significant administrative move, the Telangana government on Sunday transferred several senior IAS officers, including the Joint Secretary to the Chief Minister. The wide-ranging changes were formalised through Government Order Ms No. 515.

Among the top officials reshuffled were Smita Sabharwal, Jayesh Ranjan, M Dana Kishore, and Shashank Goel. The transfers are seen as a strategic move aimed at streamlining governance and bolstering key departments.

Shashank Goel, previously Director General of the Dr MCR HRD Institute, has been posted as Vice Chairman of the Centre for Good Governance. He also assumes full additional charge (FAC) as Director General of EPTRI, replacing Ahmad Nadeem.

Jayesh Ranjan, Special Chief Secretary for ITE&C and Sports, has been appointed as Special Chief Secretary to the Government and CEO of the Industry & Investment Cell in the Chief Minister’s Office (CMO), as well as the SPEED initiative. He also holds FAC roles in the YAT&C Department and Directorate of Archaeology.


Smita Sabharwal has been transferred and posted as Member Secretary of the Telangana Finance Commission.

Sanjay Kumar, previously handling LET&F, has now been made Special Chief Secretary for Industries & Commerce, ITE&C, and Sports. M Dana Kishore moves from Principal Secretary (MAUD) to Principal Secretary (LET&F), and also holds several FAC roles, including that of Commissioner, Labour and Principal Secretary to the Governor.

Municipal Administration Director TK Sreedevi has been appointed Secretary to the Government for Municipal Administration (outside HMDA limits), while GHMC Commissioner Ilambarithi K has been moved to oversee the Metropolitan Area & Urban Development Department (HMDA limits). RV Karnan, the Health & Family Welfare Director, replaces him as GHMC Commissioner.

Other notable changes include:

  • K Shashanka as Commissioner of the Future City Development Authority, with additional responsibilities in Mines & Geology.
  • S Harish moving from I&PR to CMD of GENCO and FAC as Joint Secretary, Revenue.
  • S Sangeetha Satyanarayana becoming Director, Health & Family Welfare and CEO of Arogyasri Trust.
  • S Venkata Rao appointed Director, Endowments and EO, Yadagirigutta Temple.
  • Katyayani Devi posted as Additional CEO, SERP.
  • EV Narsimha Reddy now Additional CEO, Industry & Investment Cell and MD, Musi River Development Corporation Ltd.

The reshuffle also affected mid-level officers:

  • Bhorkhade Hemant Sahadeorao becomes GHMC Zonal Commissioner.
  • G Phaneendra Reddy now leads TGMSIDC.
  • P Kadhiravan moves to Joint Commissioner, PR & RD, replacing K Vidya Sagar, who takes his place and FAC as Chief Rationing Officer.
  • R. Upender Reddy has been appointed Secretary, HMDA.

This major reshuffle reflects the government’s focus on dynamic and effective public administration as it embarks on a new phase of governance under the new Chief Secretary.
