Organized by the Department of Personnel and the Department of IT, Government of Rajasthan, in strategic collaboration with Elets Technomedia Pvt. Ltd., this pivotal summit, guided by Program Chair Dr. Krishna Kant Pathak, Secretary, Department of Personnel, Government of Rajasthan, proved to be a catalyst in shaping the nation’s digital future by exploring the revolutionary impact of AI, IT, and digital solutions on governance.
The summit featured an impressive lineup of esteemed speakers, including Dr. Krishna Kant Pathak, Secretary, Department of Personnel, Government of Rajasthan, Ajitabh Sharma, Principal Secretary, Industries, Micro, Small & Medium Enterprise, Government of Rajasthan, A. Dhanalakshmi, Joint Secretary, Department of Science and Technology, Government of India, Vaibhav Galriya, Principal Secretary, Urban Development & Housing Department, Government of Rajasthan, Rahul Narwal, Special Secretary, Department of Information Technology, Electronics & Communication, Government of Haryana, Prabudh Kumar, General Manager, State Bank of India, among other influential figures who are at the forefront of India’s digital evolution.
Dr. Krishna Kant Pathak, Secretary, Department of Personnel, Government of Rajasthan, stated, “The introduction of Aadhaar, UPI, and Jan Dhan has significantly transformed governance in recent years. In Rajasthan, through Jan Aadhaar, the family identity scheme, we have provided ₹25 lakh insurance coverage to people at just ₹1,300 premium—making it one of the most affordable and universal health schemes in the world.”

Vaibhav Galriya, Principal Secretary, Urban Development & Housing Department, Government of Rajasthan, remarked, “When we talk about Smart Governance, we often refer to the use of IT and emerging technologies. There’s no doubt that these tools have simplified governance, leading to greater citizen participation and compliance. However, smart governance encompasses much more than just technology. If people visit government offices, chances are their problems may not be addressed immediately and often escalate to higher authorities for resolution. Ideally, issues should be resolved at the grassroots level, without unnecessary escalation, unless absolutely necessary. This approach is the smart governance model, which not only saves time for citizens but also fosters greater trust in governance.”

“Around 2003-04, I realised that the ongoing IT developments were not being effectively communicated or applied for citizen welfare. This gap seemed to stem primarily from a lack of awareness and collaboration between government entities and industry experts. That’s when we decided to create a collaborative platform to bring together all key stakeholders under one umbrella, aiming to mainstream and foster ICT development across various sectors of the economy. And thus, Elets Technomedia was born,” Dr. Ravi Gupta, Founder & CEO, Elets Technomedia & Editor-in-Chief, eGov Magazine, shared these thoughts while delivering the welcome address at the Elets SmartGov Summit & Awards 2025 today in Jaipur.

Adding to the summit’s significance, the Elets SmartGov Excellence Awards 2025 served as a prestigious platform to recognise and celebrate groundbreaking innovations in citizen-centric governance, transformative digital initiatives, and impactful policy achievements. Among the awardees was Subil B.S., Technology Head at Kerala IT Mission, who won in the category of Digital Public Service Excellence for the project e-District Kerala. Archana Singh, Secretary of the Information Technology & Communication Department in Rajasthan, was honoured in the category of Excellence in Future-Ready Workforce & Upskilling Initiatives for the iStart Rajasthan initiative. Shraddha Jani, Deputy Director IT at the Directorate of ICT and e-Governance in Gujarat, received an award for Government Process Re-engineering by Use of Technology for Digital Transformation for the e-Sarkar project. Rajat Gupta, Company Secretary at Sagar Smart City Limited in Madhya Pradesh, won in the category of Excellence in Smart Infrastructure & Urban Development for the GIS-Based Property Tax Management System.
Additionally, Rahul Narwal, Special Secretary at the Department of Information Technology, Electronics & Communication in Haryana, was awarded for IT-Enabled Human Resource Management in Government/PSU for the HAR-UPASTHITI (Geo-Fenced Attendance HRY) project. Umesh Joshi, Joint Director (IT) at RajComp Info Services Ltd. in Rajasthan, was recognised for Excellence in Women Empowerment & Inclusion for the RajSakhi Mobile App & Web App for Rajeevika. Arvind Ahirwar, Chief Executive Officer at the Chhattisgarh State Skill Development Authority in Raipur, received an award for Excellence in Future-Ready Workforce & Upskilling Initiatives for the Mukhyamantri Kaushal Vikas project. Neha Giri, IAS, Managing Director of the Rajasthan Medical Services Corporation Ltd. in the Medical and Health Department, was honoured for Excellence in Healthcare & Public Welfare Tech Innovations for the e-Aushadhi Application for Mukhyamantri Nishulk Dava Yojana of Rajasthan, were among other awardees.
