Rohan Chand Thakur, Financial Services

Rohan Chand Thakur, an IAS officer of the 2009 batch from Himachal Pradesh, has been appointed as Director in the Department of Financial Services, Delhi, for a tenure of five years or until further orders.

With 12 years of experience in policy implementation and governance in Himachal Pradesh, Thakur has held key administrative roles. As District Collector of Hamirpur, he focused on primary education and improving the child-sex ratio. In Shimla, he led initiatives on education, forest rights, sanitation, drug abuse, and livelihoods, earning him two State Civil Service awards and IIM Ahmedabad’s first Young Alumni Achiever award.

As Director of Information Technology, he played a crucial role in establishing the Chief Minister’s grievance redress helpline. His work in skill development included executing a $100 million Asian Development Bank project, and he also drafted the Excise Revenue Policy for 2021-22.

An economics graduate from St. Stephen’s College, Delhi, and a management postgraduate from IIM Ahmedabad, Thakur previously worked with TAS before joining the civil services. He was also a Chevening Gurukul Fellow from the University of Oxford and a Fulbright-Nehru Master’s fellow at Harvard Kennedy School, specializing in policy evaluation, design, and leadership.
