The Rajasthan government has approved four significant policies aimed at driving industrial and economic growth while expanding opportunities for youth. The state cabinet on Tuesday cleared the Textile & Apparel Policy, Data Centre Policy, and Logistics Policy under the Industry and Commerce Department. Additionally, it sanctioned the much-anticipated Youth Policy, focusing on increasing the Gross Enrolment Ratio (GER) in education and enhancing employment and entrepreneurship avenues.

The cabinet also approved two major legislative amendments—one to replace the title of vice-chancellor with ‘Kulguru’ in state universities and another granting the Rajasthan State Industrial Development and Investment Corporation Ltd (RIICO) powers for land conversion and allotment under the Rajasthan Land Revenue (Amendment Validation) Bill, 2025.


The Textile & Apparel Policy is expected to enhance local competitiveness and attract ₹40,000 crore in investments, while the Data Centre Policy aims to bring ₹20,000 crore in investments over five years, incentivizing the setup of 300 private data centres.

The Logistics Policy is expected to strengthen infrastructure and attract private sector investments, with 10 acres or 10% of allocatable land in upcoming RIICO industrial areas reserved for logistics facilities.

The Rajasthan Universities Law (Amendment) Bill-2025 will rename vice-chancellors as ‘Kulguru’ and pro-vice-chancellors as ‘Prati Kulguru’ across 33 state universities, while the English text of the Act will retain the original terms. The draft bills will be tabled in the ongoing Budget session of the state assembly.
