
In a major bureaucratic reshuffle, 1990-batch IAS officer Anurag Rastogi has been appointed as the new Chief Secretary of Haryana, replacing Vivek Joshi (IAS: 1989: HY), who assumed the role of Election Commissioner earlier in the day. Rastogi’s appointment was officially confirmed late Wednesday night.
As per an official order, Rastogi will head key departments, including the General Administration Department, Human Resources, Personnel & Training, Parliamentary Affairs, Vigilance, and Plan Coordination. Additionally, he will continue as the Additional Chief Secretary of the Finance and Planning Department, further consolidating his leadership in the state’s administration.
Following the long-standing tradition in Haryana of appointing the Financial Commissioner Revenue (FCR) as Chief Secretary, Rastogi is set to take charge today. He is scheduled to retire on June 30.

Before this elevation, Rastogi served as the Additional Chief Secretary and Financial Commissioner in the Revenue & Disaster Management & Consolidation Department. He also played a pivotal role in managing Haryana’s financial landscape as the Additional Chief Secretary of the Finance and Planning Department.

Hailing from Moradabad, Uttar Pradesh, Rastogi started his administrative career as SDM Narnaul on August 17, 1992, later serving as ADC, DC of Panipat and Hisar, and holding key roles as Director and Principal Secretary in multiple departments. He was appointed as Additional Chief Secretary in 2021.

His appointment comes just three months after Vivek Joshi took over as Chief Secretary on November 1, 2024, following the retirement of TVSN Prasad (IAS: 1988: HY). Joshi’s tenure was brief, as he moved on to take charge as an Election Commissioner, marking another significant shift in Haryana’s top bureaucracy.

Before his return to Haryana, Joshi served as Secretary of the Department of Personnel and Training (DoPT) at the central level, contributing to his vast administrative expertise.
This high-profile reshuffle signals continued efforts in Haryana’s governance to drive administrative efficiency, financial planning, and strategic policymaking.
