The Odisha Government has announced the promotion of two senior IAS officers to the rank of Additional Chief Secretary. According to a notification issued today, these promotions elevate two seasoned bureaucrats from the Odisha cadre.

Hemant Sharma, a 1995-batch IAS officer, has been promoted to the Apex Grade (Level-17 of the Pay Matrix) and will serve as Additional Chief Secretary. Sharma will continue in his current responsibilities until further notice, as per the notification. Similarly, Ranjana Chopra, a 1994-batch IAS officer, has received a proforma promotion to the Apex Grade (Level-17 of the Pay Matrix).

In a related development, the Odisha Government has constituted the 6th State Finance Commission to oversee the distribution of state taxes and duties. A notification issued by the Finance Department today confirmed the appointment of a new chairman and four members to the commission.

Arun Kumar Panda, a 1984-batch retired IAS officer, has been named chairman of the commission. Three esteemed academics have also been appointed as members: Prof. Asit Ranjan Mohanty from XIMB, Prof. Amaresh Samantray of Pondicherry University’s Department of Economics, and Dr. Bibhu Prasad Nayak of TISS.

Dr. Satya Priya Rath, an IAS officer serving as Additional Secretary in the Finance Department, will act as the member secretary of the commission.

The formation of this commission is in line with Articles 243-I and 243-Y of the Constitution of India, as well as Sections 3 and 8 of the Odisha Finance Commission (Miscellaneous Provisions) Act, 1993. Its tenure, set for six months, aims to recommend the equitable distribution of taxes, duties, tolls, and fees between the state government, Panchayati Raj Institutions, and Urban Local Bodies (ULBs).
