In a significant administrative reshuffle following the Kedarnath by-election, the Uttarakhand government has reassigned the roles of 18 bureaucrats, including 13 IAS and 3 PCS officers. According to the Personnel and Vigilance Department’s order issued late Friday evening, Reena Joshi has replaced Anand Srivastava as the Managing Director of Uttarakhand Transport Corporation. While some officials have been relieved of certain duties, others have had their responsibilities expanded.
Prominent changes include the removal of Principal Secretary L. Fanai (IAS-1997 Batch) from the position of Chairman, Minority Welfare and Waqf Development Corporation. He has been assigned the role of Chairman of Uttarakhand Transport Corporation. Additional Secretary Ranveer Singh (IAS-2009 Batch), previously handling agriculture and horticulture portfolios, has been assigned the role of Managing Director of Sugarcane and Sugar Federation. Additional Secretary Dheeraj Singh Garbyal (IAS-2009 Batch), earlier overseeing rural development, has been reassigned as Chairperson, Minority Welfare and Waqf Development Corporation. Udayraj Singh (IAS-2010 Batch) has been relieved of his responsibilities as Managing Director of Uttarakhand Sugar Federation. He will retire on 30th November this year. Meanwhile, Anand Swaroop (IAS-2010 Batch) is no longer handling agriculture portfolios and has been assigned the planning department. Vijay Kumar Jogdande (IAS-2012 Batch), formerly with planning, has been given charge of revenue matters.
Reena Joshi (IAS-2013 Batch) has been relieved of her duties in irrigation and minor irrigation, while Anuradha Pal (IAS-2016 Batch) takes over rural development portfolios. Anand Srivastava has been made Chief Executive Officer of the State Health Authority, Uttarakhand. Manu Goyal (IAS-2014 Batch) has been named Additional Secretary, Agriculture and Farmers Welfare. Gaurav Kumar (IAS-2017 Batch) will now oversee the Social Welfare Department. Apurva Pandey (IAS-2018 Batch) has been assigned as Additional Secretary, Home Department, relinquishing her roles in RERA and the Real Estate Appellate Tribunal. Abhinav Shah (IAS-2019 Batch) has been relieved of his position as Director of the Herbal Development and Research Institute.
PCS officer Mohan Singh Barnia has been assigned as Secretary, of Mussoorie Dehradun Development Authority. Ela Giri has been shifted from ADM Pauri Garhwal to Secretary, RERA, and Real Estate Appellate Tribunal, Dehradun. Dinesh Pratap Singh no longer holds the role of Presiding Officer in the State Property Department. Pradeep Singh Rawat has been relieved of his revenue and child protection commission duties, while Pradeep Joshi has been given responsibilities in culture, religious affairs, and the Uttarakhand Medical Services Selection Board.

Additional Secretary Sonika has been relieved of her duties as CEO of the Smart City project, with Dehradun District Magistrate Savin Bansal taking over. Karmendra Singh, Haridwar’s DM, will now handle duties as Mela Officer, a responsibility earlier held by Dheeraj Singh Garbyal. Finance Secretary Vinod Kumar Suman has been relieved of his finance portfolio and assigned general administration and protocol departments, previously under Dipendra Chaudhary.
