In a significant move, the Haryana government, led by Nayab Singh Saini, has enacted a major administrative reshuffle, transferring 12 Indian Administrative Service (IAS) officers and appointing 1990-batch officer Anurag Rastogi as the new home secretary. According to a government order, Rastogi has been designated as the additional chief secretary of the home, jails, criminal investigation, and administration of justice departments.

Rastogi will continue to hold his positions in the finance and planning departments. He succeeds Chief Secretary TVSN Prasad as home secretary. This reshuffle in the state’s top bureaucracy has been anticipated since the Lok Sabha polls and comes just months before the assembly elections scheduled for later this year.

The reshuffle follows another major reorganisation just over a week ago, where 23 Indian Police Service (IPS) officers and 27 Haryana Police Service officers were transferred.

Anurag Agarwal, previously the chief electoral officer and additional chief secretary of the elections department, has been reassigned as additional chief secretary in the irrigation and water resources department.


Phool Chand Meena, managing director of Dakshin Haryana Bijli Vitran Nigam, will now serve as the Hisar division commissioner in addition to his current duties.

Geeta Bharti, the Hisar division commissioner and managing director of the Haryana Scheduled Castes Finance and Development Corporation, will take over as the commissioner of the Ambala division.

Ankur Gupta, previously the additional chief secretary in the agriculture and farmers’ welfare department, has been transferred to the cooperation and personnel departments (appointments).

Anand Mohan Sharan, add chief secretary in the environment, forests, and wildlife department, will now serve as additional chief secretary in the labour department.

Raja Sekhar Vundru, previously with the cooperation department, will now serve as additional chief secretary in the agriculture and farmers welfare department and the animal husbandry and dairying department.

Vineet Garg, additional chief secretary in the higher education department, has been reassigned to the school education department.

Rajiv Rattan, director general of higher education and secretary of the higher education department, will take on the role of commissioner of the Karnal division in addition to his current duties.

This reshuffle is seen as a strategic move by the Haryana government to streamline administrative functions and prepare for the upcoming assembly elections.
