
The Uttar Haryana Bijli Vitran Nigam Limited (UHBVNL) has taken a significant step towards expanding its renewable energy portfolio by issuing an Expression of Interest (EoI) for the establishment of 40 MW decentralized grid-connected solar projects. These projects, categorized under component A of the Pradhan Mantri Kisan Urja Suraksha Evam Utthaan Mahabhiyan (PM KUSUM) scheme, are slated to be developed either on the ground or via stilt-mounted structures.
The approved solar projects will be strategically situated within a five-kilometer radius of UHBVNL’s designated substations, making use of otherwise barren or unusable agricultural land. To be eligible, the projects must have connections to 33/11 kV, 66/11 kV, and 132/11 kV substations, with capacities ranging from 500 kW to 2 MW.
In adherence to the tender guidelines, prospective bidders are required to submit an earnest money deposit of Rs 100,000 per MW in the form of a bank guarantee. Successful bidders must furnish UHBVNL with a comprehensive project report, financial closure documents, and a grid feasibility clearance report within six months of receiving the letter of award (LoA). The ambitious projects are expected to be commissioned within 12 months of obtaining the LoA. The deadline for bid submissions is set for December 27, 2023.
A crucial aspect of the project involves the allocation of four acres of land per MW, allowing for the use of agricultural land. However, it is imperative that solar modules be elevated on stilts and spaced adequately to avoid disrupting farming activities. As outlined by the Haryana Electricity Regulatory Commission, the Haryana Power Purchase Centre will enter into a 25-year power purchase agreement (PPA) with the winning bidders, at a levelized tariff rate of Rs 3.11 per kWh. Developers are also obligated to maintain a minimum 15 percent capacity utilization factor per annum throughout the PPA’s duration. Additionally, UHBVNL has stipulated the utilization of domestically manufactured solar modules that are listed in the Approved List of Models and Manufacturers.
