Goa Governor


The Governor of Goa has issued transfer and additional charge orders for the Secretaries of the state. As many as 15 officers of Goa have been allocated additional or new Departments.

Parimal Rai, 1985-Batch officer and Chief Secretary of state has been appointed as the Chief Vigilance Officer. He is also allocated the departments of Home, Personnel, Animal Resources Department, Public Works Department and Civil Aviation.

Puneet Kumar Goel, Principal Secretary (Power) has been allocated seven departments, which include Power, Non-Conventional Energy, Urban Development, Forest, Environment, Science and Technology and Pradhan Mantri Awas Yojna (PMAY). The 1991-Batch officer has been appointed as the Nodal Officer of PMAY.


P Krishnamurthy (1997-Batch), Principal Secretary to Chief Minister has been given the additional responsibility as Principal Resident Commissioner, New Delhi.

Daulat A Hawaldar (2003-Batch), Commissioner & Secretary (Finance), has been given additional responsibilities of the departments of Mines and Geology, Planning and Statistics and Town & Country Planning.


PS Reddy, another 2003-Batch officer and Secretary (Ports), has been allocated additional departments of River Navigation, Fisheries and Legal Metrology.

2005-Batch officer Kunal, who is the Secretary (Elections), has been given additional post of Chief Electoral Officer.

Rupesh Kumar Thakur, 2006-Batch officer and Secretary to Governor, has been allotted additional departments of Transport, Pachayat and Rural Development.

Nila Mohanan (2007-Batch), Secretary (Education) has been given additional responsibilities in the departments of Industries, Trade & Commerce, Health and Handicrafts, Textiles & Coirs.

Revenue Secretary Sanjay Kumar (2008-Batch) has been additional departments of Social Welfare, NRI Affaires and Factories and Boilers.

J Ashok Kumar, Secretary to Chief Minister has been allocated the departments of Sports & Youth Affairs and Tourism. The 2008-Batch officer has also been appointed as the Nodal Officer for ODF & Swachh Bharat Mission.

Chokha Ram Garg, 2008-Batch officer, who is the Secretary of Women and Child Development, has been allocated the departments of Tribal Welfare, Art & Culture, Skill Development & Entrepreneurship, Archaeology, Archives, Cooperation and Law & Judiciary and Legislative Affairs.

Water Resources Secretary Sanjay Girhar has been given responsibilities of the departments of Provedoria, Official Language and Public Grievances. The 2009-Batch officer has been appointed as the Member Secretary, Goa State Commission for Protection of Child Rights.

Kuldeep Singh Gangar, 2009-Batch officer and Secretary, Agriculture, will also be responsible for the departments of Housing, Animal Husbandry & Veterinary Services and Protocol.

IT Secretary Ravi Jha has been allotted additional responsibility in the department of Labour and Employment. The 2011-Batch officer has also been appointed as the Special Secretary, Personnel, Home and Vigilance.

General Administration Secretary Isha Khosla (2011-Batch) is given additional responsibilities in the departments of Civil Supplies, Goa Gazetter, Printing & Stationery and Museum.
