It is the application of information and communication technologies to transform the efficiency, effectiveness, transparency, and accountability of informational and transactional exchanges within governments, between governmental agencies of national, state, municipal and local levels, citizens and businesses and to empower citizens through access and use of information.

E-governance in India has steadily evolved from the computerization of government departments to initiatives that encapsulate the finer points of governance such as citizen centricity, service orientation and transparency.
