Prime Minister of Vietnam has approved a two-year plan (2009-10) to enhance information technology application at all government agencies. The plan also aims to create an online working environment among state agencies nationwide and get officials accustomed to working on the networking environment and computer-assisted systems instead of paper documents.

It envisages preparing the ground for e-governance by completing a special date transmission network for Party and State agencies, building and upgrading the local area network (LAN) and wide area network (WAN) for government agencies.

Under the plan, most online basic public services, like exchanging information, sending and receiving documents, making payments online and receiving results of applications online will be provided to citizens and enterprises. The plan will cover business registration, granting of investment licences, the establishment of representative offices or branches, granting of construction licences, land-use and housing ownership rights certification, car and motorbike registration, temporary residence registration, medical practice registration and granting of licences for special services.
