PAN 2.0

In a major step towards enhancing the efficiency of taxpayer services, the Cabinet Committee on Economic Affairs (CCEA), chaired by Prime Minister Narendra Modi, has approved the PAN 2.0 project. The initiative aims to create a fully digital and paperless ecosystem for managing PAN (Permanent Account Number) and TAN (Tax Deduction and Collection Account Number) services in India, aligning with the vision of the Digital India program.

Key Features and Benefits

The PAN 2.0 project is a comprehensive e-governance initiative that will re-engineer taxpayer registration processes through advanced technology. The Union Information and Broadcasting Minister, Ashwini Vaishnaw, highlighted the following benefits of the project:

  • Ease of Access: Enhanced digital experiences for taxpayers with quicker and more efficient services.
  • Data Consistency: Establishment of a unified and reliable data source.
  • Eco-Friendly Processes: Transition to paperless operations, reducing environmental impact and optimising costs.
  • Enhanced Security: Modernized infrastructure ensuring data protection and agility in service delivery.

A key feature of the upgraded system is the integration of QR codes on PAN cards, allowing for improved validation and streamlined digital transactions.


Significance of PAN 2.0
With an investment of ₹1,435 crore, the PAN 2.0 project will modernise the existing PAN/TAN ecosystem, consolidating core and non-core activities. The project also aims to introduce a unified portal for taxpayer services, facilitating grievance redressal and effectively addressing user needs.

Union Minister Vaishnaw emphasized the transformative potential of the project, stating that the revamped system could serve as a common business identifier across various government platforms. “The emphasis will be on creating a grievance redressal mechanism and making PAN a universal identifier for specified digital systems,” he added.

Currently, 78 crore PAN cards have been issued, with 98% allocated to individuals. The PAN 2.0 initiative will enhance the relevance of PAN cards by making them central to a host of government and business services.
