
In a significant bureaucratic shake-up, Delhi Lieutenant Governor V K Saxena announced the transfer and posting of more than 30 IAS officers on Thursday, filling vacancies in critical departments such as health, education, revenue, and excise, according to official sources.
The reshuffle followed a recent meeting of the National Civil Services Authority (NCCSA), chaired by Delhi Chief Minister Atishi, and conducted through circulation. The meeting, which included the Chief Secretary and Divisional Commissioner, had been delayed for months due to various reasons, including the imprisonment of former chief minister Arvind Kejriwal.
The announcement came just hours after the Union Ministry of Home Affairs (MHA) transferred several IAS officers from the Arunachal, Goa, Mizoram, and Union Territories (AGMUT) cadre, including YVVJ Rajasekhar, who was the Special Secretary (vigilance) in Delhi and led various investigations, including the Delhi excise policy probe. Rajasekhar was transferred to Arunachal Pradesh, while RN Sharma, the commissioner of labour and education, was reassigned to Jammu and Kashmir.

Key appointments include Nikhil Kumar, a 2002-batch IAS officer, who has been posted as Principal Secretary (Revenue) cum Divisional Commissioner, and Shilpa Shinde, a 2006-batch IAS officer, who has been appointed as Chief Executive Officer of the Delhi Jal Board, transitioning from her role as Managing Director of Delhi Transport Corporation (DTC). Ravi Jha, 2011-batch IAS officer and New Delhi Deputy Commissioner has been appointed as the Excise Commissioner of Delhi.

Three women IAS officers—Veditha Reddy (2015 batch), Nazuk Kumar (2016 batch), and Shreya Singhal (2020 batch)—were assigned leadership roles in the Education Department as Director and Additional Directors, respectively.

Other notable transfers include Chanchal Yadav, relieved from her position as Secretary (Home) and Commissioner (Trade and Taxes), who will now take on additional responsibilities as Secretary in the Women and Child Development Department. Ravi Dhawan, previously Special Secretary (power), was posted as Managing Director of Delhi State Industrial and Infrastructure Development Corporation (DSIIDC), replacing Sanjeev Kumar Mittal. He is posted as Special Commissioner in the Road Safety cell.
At least five IAS officers awaiting new assignments were given posts by LG Saxena, including B S Jaglan as Executive Director at DSIIDC and S M Ali as Special Secretary in Delhi’s urban development department.

Other significant appointments include D Varma, posted as a member of the Delhi Urban Shelter Improvement Board, and Vinay Kumar, who was assigned as Special Secretary in the health department, with additional charge in the home department. Rajnish Kumar Singh, a 2007-batch DANICS officer, was appointed additional secretary to the Delhi Chief Minister, having previously served as secretary to Atishi.
