The Cellular Operators Association of India (COAI) is planning to appeal against the recommendations of the Telecom Regulatory Authority of India (TRAI) which has suggested major changes in licensing norms of mobile operators, to the Telecom Disputes Settlement and Appellate Tribunal (TDSAT).

The COAI has opposed the TRAI movement, which has virtually doubled and tripled the number of subscribers that is required by the existing operators for additional allocation of spectrum. The COAI stated that TRAI did not have any discussions in the open house on its intention to move up the subscriber base criterion for additional allocation of spectrum. Apart from hiking the subscriber base norms, the TRAI has also suggested that operators need to pay for spectrum beyond 10 MHz while ruling out an auction route.
