Uttarakhand Chief Minister Pushkar Singh Dhami launched the Devbhoomi Parivar Portal on 2 November 2026 at Mukhya Sevak Sadan, the Chief Minister’s camp office in Dehradun. The portal builds a single digital database of families in the state and gives each registered family a unique Devbhoomi Parivar ID. He also released the Viksit Uttarakhand Vision-2047 document.

The state government says the portal will help eligible families get scheme benefits without submitting the same documents repeatedly or visiting several departments. It continues Uttarakhand’s push for integrated citizen services, after the Chief Minister introduced a unified portal for state services in January 2025.

What the Devbhoomi Parivar Portal does

The portal follows a “one family, one identity, one platform” approach. Principal Secretary (Planning) Dr R. Meenakshi Sundaram said its main aim is an integrated digital database holding details of families and their members in one place. Each family receives a unique Devbhoomi Parivar ID after registering.

According to the Planning department, the database will help:

  • identify eligible beneficiaries of government schemes
  • improve coordination between departments
  • monitor schemes and assess beneficiaries’ needs
  • plan budgets and government resources better

Dhami said the portal would also help stop duplication in schemes and support beneficiary verification. A state-level Devbhoomi Parivar Authority and a District Devbhoomi Parivar Officer in each district have been proposed to run the system.

The law behind the family ID

The portal puts into practice the Devbhoomi Parivar Bill, 2026, tabled in the state Assembly on 10 March 2026. The Uttarakhand Information Department’s note on the Bill said departments now keep separate beneficiary databases, causing duplicate records and repeated verification. The family-level repository is to serve as a single source of truth, with regulated data exchange in line with the Digital Personal Data Protection Act, 2023.

The senior-most woman member of the family aged over 18 is recorded as head of the family. Media reports say the Bill became the Devbhoomi Parivar Act, 2026 after Assembly passage and the Governor’s assent, that residents of 15 years can also register, and that unauthorised access to the data can draw up to 10 years in jail and a ₹50 lakh fine. Haryana runs a similar model in its Parivar Pehchan Patra programme.

Viksit Uttarakhand Vision-2047: key targets

The Vision-2047 document sets long-term goals using about 440 indicators. Targets for 2047 include:

  • an economy of about ₹28 lakh crore and per capita income of about ₹20 lakh
  • unemployment at 3.5 per cent and multidimensional poverty at 0.61 per cent
  • installed energy capacity of about 22,000 MW and forest cover of 46.6 per cent

Milestones are set for 2030, 2035, 2040, 2047 and 2050, with departmental action plans and regular reviews. Other states have similar roadmaps, such as Madhya Pradesh’s ‘Prosperous MP @ 2047’ vision document.

What the Chief Minister said

Dhami said a government’s success is measured not by making schemes but by getting benefits to eligible people, who often miss out for lack of information. He called Vision-2047 an action plan rather than a list of targets, asked departments and districts to prepare time-bound local plans, and said the state’s model should rest on “progress with nature”. Cabinet Ministers Ganesh Joshi and Khajan Das and Chief Secretary Anand Bardhan attended, while District Magistrates joined virtually.

Key takeaways

  • Each registered Uttarakhand family gets a unique Devbhoomi Parivar ID on one digital database.
  • Backed by the Devbhoomi Parivar Bill, 2026, the system aims to cut repeated paperwork and duplicate records.
  • Vision-2047 sets targets on about 440 indicators, including a ₹28 lakh crore economy.
