UP Expands Tech Ecosystem From Mobiles to Chips and AI

Uttar Pradesh is expanding its technology ecosystem beyond mobile-phone and electronics manufacturing, with the state now focusing on semiconductors, data centres, startups and artificial intelligence.


Chief Minister Yogi Adityanath highlighted the state’s technology growth on Tuesday, saying Uttar Pradesh is gradually moving from electronics assembly towards higher-value areas such as semiconductor manufacturing and AI.

Mobile and Electronics Manufacturing Expand

According to figures cited by the Chief Minister, Uttar Pradesh currently accounts for nearly 60% of India’s mobile-phone production and around 55% of electronics-component production.


Adityanath said the state’s technology sector has grown considerably over the past nine-and-a-half years, with the ecosystem evolving from mobile-phone assembly to manufacturing of modules and semiconductor components.

₹3,706-Crore Semiconductor Project in Jewar


A major development in this transition is the proposed ₹3,706-crore HCL-Foxconn semiconductor unit in Jewar.

The project is expected to strengthen Uttar Pradesh’s position in the emerging semiconductor manufacturing ecosystem and support the state’s broader push to attract technology and electronics investments.

Data Centres and Startup Ecosystem Grow

The state is also expanding its digital infrastructure. According to the Chief Minister, proposals for 644 MW of data-centre capacity are currently in place in Uttar Pradesh.

The state has also crossed 24,000 startups and eight unicorns, reflecting the growth of its entrepreneurship and technology ecosystem.

The government is further working on plans for an AI City in Lucknow. Through the AI-Pragya initiative, it aims to connect 10 lakh young people with emerging and new-age technologies.

HCLTech Expands Presence in Lucknow

The technology push comes as HCLTech marks 10 years of operations in Lucknow.

As part of its initiatives in the state, HCLTech plans to train 1,000 students across Uttar Pradesh in AI and allied technologies during FY27 through its LITMUS programme.

The company said its TechBee programme has already trained and employed more than 2,200 candidates from Uttar Pradesh.

₹500-Crore Expansion of HCL IT City

The HCL Group has also announced a ₹500-crore expansion of HCL IT City in Lucknow.

The proposed expansion will add up to 9.5 lakh square feet of capacity and is expected to accommodate around 4,500 technology professionals.

HCLTech has also launched the HCL-GUVI Emerging Technology Centre at HCL IT City, which will focus on training in areas including AI and data analytics.

From Technology Market to Technology Producer

The developments point to a wider shift in Uttar Pradesh’s technology strategy — from primarily being a consumer market for technology to building capabilities in manufacturing, digital infrastructure, semiconductors, entrepreneurship and AI.

Adityanath has credited the state’s policies linking investment, manufacturing and technology for this transition. He also criticised previous governments over what he described as inadequate utilisation of the state’s potential; these remarks represent the Chief Minister’s political assessment.
