The Appointments Committee of the Cabinet (ACC) has approved the appointment of three senior Indian Railways officers as General Managers for the panel year 2026. The appointments place experienced officers in key leadership roles across two major railway zones and a premier railway training institution.
The newly appointed officers belong to the Indian Railway Service of Mechanical Engineers (IRSME) and the Indian Railway Accounts Service (IRAS), bringing decades of experience in railway operations, engineering and financial management.
Dimpy Garg Appointed General Manager of East Central Railway
Dimpy Garg (IRSME:1990) has been appointed as the General Manager of East Central Railway (ECR), Hajipur.
East Central Railway is one of Indian Railways’ most important zones, handling significant freight movement, particularly coal transportation, along with a large volume of passenger services across eastern India. As General Manager, Garg will oversee operations, infrastructure development, safety and overall administration of the zone.
Vivek Khare to Head Northeast Frontier Railway
Vivek Khare (IRSME:1989) has been appointed General Manager of Northeast Frontier Railway (NFR), Guwahati.
The Northeast Frontier Railway plays a vital role in connecting the northeastern states with the rest of the country. The zone is also leading several strategic rail connectivity and infrastructure projects aimed at improving transportation across the region.
Richa Khare Named Director General of IRIFM
Richa Khare (IRAS:1992) has been appointed Director General of the Indian Railways Institute of Financial Management (IRIFM), Secunderabad, a post equivalent to the rank of General Manager.
The institute is responsible for training railway officers in finance, accounts, auditing and financial management, while supporting capacity building across the organisation.
Strengthening Senior Leadership in Indian Railways
The latest appointments are part of the Centre’s regular senior-level postings for the panel year 2026. General Managers are responsible for leading railway zones and institutions, ensuring efficient operations, infrastructure development, financial management and passenger safety.
With the appointment of Dimpy Garg, Vivek Khare and Richa Khare, Indian Railways has further strengthened its leadership across operational and institutional roles as it continues to modernise the country’s railway network and improve service delivery.
