In a major administrative reshuffle, the Bihar government has transferred 21 Indian Administrative Service (IAS) officers, making significant changes across district administrations and key government departments. The exercise includes the appointment of new District Magistrates in several important districts and the reassignment of senior officers to strategic roles in the state secretariat.
The reshuffle is aimed at strengthening governance, improving administrative coordination, and enhancing the implementation of development initiatives across Bihar.
Kundan Kumar Appointed Patna District Magistrate
One of the most significant decisions in the transfer list is the appointment of Kundan Kumar (IAS: 2012) as the new District Magistrate and Collector of Patna.
He was previously serving as District Magistrate of Nalanda and succeeds Thyagarajan S.M. (IAS: 2011), who has been appointed Chairman of the Bihar School Examination Board (BSEB), Patna. Thyagarajan will also continue to hold the additional charge of Special Secretary, Health Department.
Changes in Key Secretariat Positions
Senior IAS officer Anand Kishor has been relieved of his additional responsibility as Chairman of the Bihar School Examination Board. He will now focus exclusively on his role as Additional Chief Secretary, Environment, Forest and Climate Change Department.
Robert L. Chongthu, who was serving as Principal Secretary, Minority Welfare Department, has been appointed Principal Secretary, Parliamentary Affairs Department.
Mohammad Sohail has been posted as Secretary, Minority Welfare Department and will continue to hold the additional charge of Secretary, General Administration Department.
Navin Kumar, previously District Magistrate of Khagaria, has been transferred as Special Secretary, Prohibition, Excise and Registration Department. He will also continue as Secretary-in-Charge, Information and Public Relations Department and Managing Director, Bihar State Beverages Corporation Limited.

Major District-Level Transfers
Nalanda and Rohtas
Udita Singh, who was serving as District Magistrate of Rohtas, has been appointed District Magistrate of Nalanda.
Deepak Kumar Mishra, earlier Joint Secretary in the Chief Minister’s Secretariat, has been posted as the new District Magistrate of Rohtas.
Bhagalpur and Jehanabad
Alankrita Pandey (IAS: 2016), who was serving as District Magistrate of Jehanabad, has been appointed District Magistrate of Bhagalpur.
Chhiring Y. Bhutia (IAS: 2013), formerly Special Secretary in the Health Department, will take charge as District Magistrate of Jehanabad.
Muzaffarpur
Subrat Kumar Sen, District Magistrate of Muzaffarpur, has been transferred as Managing Director of Bihar Medical Services and Infrastructure Corporation Limited (BMICL).
Kumar Gaurav, who was serving as Additional Executive Director of the State Health Society, has been appointed the new District Magistrate of Muzaffarpur.
East Champaran
Saurabh Suman Yadav, Director of Agriculture, has been appointed District Magistrate of East Champaran (Motihari).
The outgoing District Magistrate, Saurav Jorwal, has been posted as Managing Director of South Bihar Power Distribution Company Limited (SBPDCL).
Khagaria
Vikram Virkar, Director of Primary Education, has been appointed District Magistrate of Khagaria.
He replaces Navin Kumar, who has been shifted to the Excise and Registration Department.

Banka, Gopalganj and Kishanganj
Anshul Agrawal, who was serving as Inspector General of Registration-cum-Excise Commissioner, has been appointed District Magistrate of Banka.
Samir Saurabh, Managing Director of COMFED, has been posted as District Magistrate of Gopalganj.
Naveen Kumar has been appointed District Magistrate of Kishanganj.
Dharmendra Kumar Gets Infrastructure Role
Dharmendra Kumar (IAS: 2013), who was serving as Director, Social Security, has been transferred as Chairman of the Bihar State Bridge Construction Corporation Limited (BSBCCL), Patna.
The corporation plays a crucial role in the development of road and bridge infrastructure across the state.
Focus on Governance and Administrative Efficiency
The reshuffle follows recent changes in the state police administration and reflects the government’s broader effort to strengthen governance through strategic deployment of experienced officers.
With new district magistrates appointed in several key districts and senior bureaucrats assigned to important departmental responsibilities, the move is expected to improve administrative coordination, accelerate development projects, and enhance public service delivery across Bihar.
