West Bengal is preparing to strengthen its skill development ecosystem through the Prime Minister Skilling and Employability Transformation (PM-SETU) scheme, with the state government highlighting the initiative as a major opportunity to improve vocational education and employment prospects for young people.


The programme is expected to bring significant investments into the state’s Industrial Training Institutes (ITIs), helping modernise infrastructure, upgrade training facilities and align skill development with industry requirements.

Focus on Upgrading ITIs


The PM-SETU scheme was announced in the Union Budget 2024-25 with the objective of transforming vocational education and making India’s workforce more industry-ready.


Under the initiative, ITIs across the country are set to receive support for infrastructure improvements, introduction of modern technologies and enhancement of training quality.

West Bengal officials believe the programme will help create a more robust skill development framework and equip students with competencies that are increasingly in demand across industries.


Boosting Employability of Youth

State Minister Jagannath Chattopadhyay said the scheme has the potential to significantly improve employment opportunities for young people by bridging the gap between education and industry expectations.

According to him, the modernisation of ITIs will enable students to access better training facilities, practical learning opportunities and industry-oriented courses. This, in turn, is expected to improve employability and prepare youth for emerging sectors of the economy.

The government views skill development as a critical component of economic growth and workforce readiness.

Significant Investment Expected

Officials have indicated that West Bengal could receive investments in the range of ₹5,000 crore to ₹6,000 crore over the next five years under the PM-SETU programme.

The proposed funding is expected to support infrastructure development, technological upgrades and curriculum improvements across vocational training institutions in the state.

The investment would also help strengthen training capacity and expand access to quality skill development programmes for aspiring workers.

Strengthening Industry Linkages

A key feature of the scheme is its emphasis on collaboration between governments, industries and training institutions.

Authorities expect stronger partnerships with industry stakeholders to help ensure that training programmes remain aligned with market needs. Such collaborations are also expected to create opportunities for internships, apprenticeships and direct employment pathways for trainees.
