Anurag Rastogi

The Haryana Government has assigned Chief Secretary Anurag Rastogi the additional responsibility of serving as the Chief Commissioner of the Haryana Right to Service Commission, further strengthening his role in the state’s administrative framework.

According to an official order issued on June 4, 2026, Rastogi will take charge of the position with immediate effect and continue to perform the duties of the office until further orders. The move places Haryana’s senior-most bureaucrat at the helm of a key institution responsible for ensuring timely delivery of government services and improving accountability across departments.

Government Assigns Additional Responsibility

The state government announced that Anurag Rastogi, who currently serves as the Chief Secretary of Haryana, will also oversee the Haryana Right to Service Commission as its Chief Commissioner.

The Commission plays an important role in monitoring the delivery of public services and ensuring that citizens receive notified services within the timelines prescribed under the law. The additional assignment is expected to strengthen coordination between the government and the Commission in advancing citizen-centric governance.

Key Role in Improving Public Service Delivery

The Haryana Right to Service Commission was established to promote transparency, efficiency and accountability in governance. It acts as a watchdog to ensure that government departments provide services within specified deadlines and addresses grievances related to delays.

As Chief Commissioner, Rastogi will oversee the Commission’s functioning, including hearing appeals from citizens whose services have been delayed or denied. The Commission also has the authority to hold officials accountable, impose penalties in cases of negligence and recommend reforms aimed at improving service delivery.

Over the years, the institution has emerged as an important mechanism for reducing bureaucratic delays and enhancing public trust in government systems.

Veteran Bureaucrat with Extensive Administrative Experience

A 1990-batch Indian Administrative Service (IAS) officer of the Haryana cadre, Anurag Rastogi is one of the state’s most experienced administrators. He currently serves as Chief Secretary and is known for his expertise in financial management, governance reforms and public administration.

Rastogi has the distinction of being the first IAS officer in Haryana to serve as Chief Secretary on two separate occasions. Over a career spanning more than three decades, he has held several important assignments across the state government.

He began his administrative career in field postings and served as Sub-Divisional Magistrate in Narnaul before taking on key district-level responsibilities, including Deputy Commissioner of Panipat and Hisar. These roles provided him with significant experience in public administration and grassroots governance.

Strong Background in Finance and Policy

Throughout his career, Rastogi has handled several important departments and policy portfolios. His longest tenure was in the Excise and Taxation Department, where he served in a leadership role for over nine years.

Between 2021 and 2024, he served as Additional Chief Secretary and managed critical departments including Finance and Planning, Excise and Taxation, and Food, Civil Supplies and Consumer Affairs. During this period, he played a major role in shaping Haryana’s fiscal policies and administrative reforms.

With academic qualifications in mechanical engineering and fluid mechanics, Rastogi is widely regarded as a detail-oriented administrator with a strong understanding of governance and policy implementation.

Appointment Expected to Strengthen Governance Reforms

Officials believe that Rastogi’s extensive experience in administration, financial management and public service delivery will be valuable in further strengthening the work of the Haryana Right to Service Commission.

His appointment comes at a time when governments across the country are focusing on improving citizen services through greater accountability, transparency and technology-driven governance. As Chief Commissioner, he is expected to guide efforts aimed at making government services more efficient, responsive and accessible to citizens.

The additional charge adds another important responsibility to Rastogi’s portfolio and reinforces his central role in Haryana’s administrative and governance ecosystem.
