Balvatika Initiative

The Uttar Pradesh government under Chief Minister Yogi Adityanath is intensifying its focus on strengthening the foundation of education by expanding reforms at the pre-primary level through Balvatikas and Anganwadi centres across the state. In a major push toward Early Childhood Care and Education (ECCE), the government has started distributing activity-based modern learning materials for children in the 3–6-year age group.

The initiative is aimed at creating a child-friendly and activity-oriented learning environment in co-located Anganwadi centres and Balvatikas while aligning the state’s education reforms with the vision of the National Education Policy (NEP) 2020.

Modern Learning Material Introduced for Early Education

Under the programme, educational kits and learning resources including:

  • Chahak-1, Chahak-2 and Chahak-3
  • Kadam
  • Kalankur
  • Balvatika handbook
  • Big Books
  • Holistic Report Cards
  • Teaching charts

are being distributed across Balvatikas and Anganwadi centres in Uttar Pradesh.

Officials said these materials are designed to make early education more interactive, play-based and child-centric, helping children develop language, communication, creativity and foundational learning skills from an early age.

Focus on Early Childhood Care and Education

The Yogi government is positioning Anganwadi centres and Balvatikas not just as centres for nutrition and childcare, but also as institutions for foundational learning and early cognitive development.

Education experts believe the age group of 3 to 6 years is critical for children’s mental, social and linguistic growth. Keeping this in mind, the state government is promoting activity-based teaching methods to improve curiosity, participation and learning outcomes among young children.

The ‘Chahak’ learning series is expected to strengthen speaking, listening and language skills, while ‘Kadam’ and ‘Kalankur’ will focus on intellectual development and creative learning.

Technology-Driven Monitoring Through Kitab Vitaran App

To ensure transparency and effective implementation, the government has introduced a real-time digital monitoring system through the ‘Kitab Vitaran App’.

The app will help authorities track distribution of educational materials across the state. Monitoring responsibilities have been assigned to:

  • Basic Shiksha Adhikaris (BSAs)
  • Block Education Officers (BEOs)
  • Headmasters
  • Academic Resource Persons (ARPs)
  • State Resource Groups (SRGs)
  • DIET mentors

Officials said the technology-enabled system will improve accountability and ensure that learning material reaches every Balvatika and Anganwadi centre on time.

Part of Larger Education Reform Campaign

The Balvatika initiative complements several ongoing education reforms being implemented by the Uttar Pradesh government, including:

  • Smart Schools initiative
  • Operation Kayakalp
  • NIPUN Bharat Mission
  • Digital monitoring systems

By integrating pre-primary education into the broader school reform framework, the government aims to strengthen foundational literacy and numeracy from the earliest stage of learning.

Boost for Rural and Underprivileged Children

Officials believe the initiative can significantly improve access to quality early education for children from rural and economically weaker backgrounds.

For the first time on such a large scale, pre-primary education is being institutionalised within the government education system in Uttar Pradesh. The move is being viewed as a major step toward building stronger learning foundations and improving long-term educational outcomes across the state.
