In a unique initiative aimed at boosting domestic tourism and promoting Bihar’s cultural and natural heritage, the Bihar government has introduced the “Bihar Darshan” scheme under which government officials and employees will undertake mandatory family trips across the state every three months.

The initiative is designed to encourage local tourism, strengthen rural and eco-tourism, and support local businesses by increasing visitor movement to tourist destinations across Bihar.

Mandatory Quarterly Family Trips for Government Employees

Under the new policy, state government employees and officers will be required to undertake a two-day, two-night journey within Bihar every quarter, mainly during weekends.

Officials will be expected to visit at least three tourist destinations during each trip and stay overnight at one of the locations. The travel period will reportedly be treated as official duty, making employees eligible for travel allowance (TA) and daily allowance (DA) benefits as per government rules.

However, officials indicated that most additional travel-related expenses would be borne by the employees themselves.

Focus on Promoting Bihar’s Tourism Potential

The Bihar government aims to use the initiative to increase awareness about the state’s historical, cultural and natural tourism destinations while encouraging officials to explore places beyond their home districts.

The programme places special emphasis on:

  • Eco-tourism
  • Rural tourism
  • Homestay experiences
  • Lesser-known destinations

Officials believe the initiative can help create balanced tourism growth across districts and improve visibility for emerging tourist locations.

Travel Reports and Feedback Mechanism Introduced

To ensure proper monitoring and meaningful outcomes, employees will be required to submit a detailed report to the concerned District Magistrate (DM) after every trip.

The report will include:

  • Photographs from visited destinations
  • Personal travel experiences
  • Suggestions for improving tourism infrastructure and facilities

The government is also expected to appoint nodal officers to review and compile feedback received from employees. The information gathered through these reports may be used to improve tourist amenities and strengthen local infrastructure.

Push for ‘Vocal for Local’ and Rural Economy

The initiative is also being viewed as part of a broader “Vocal for Local” strategy aimed at supporting Bihar’s local economy.

Officials believe increased travel within the state could benefit:

  • Small businesses
  • Local artisans
  • Hotels and homestays
  • Transport operators
  • Rural tourism entrepreneurs

Higher tourist activity is also expected to generate employment opportunities and improve economic activity in tourism-linked sectors.

Restrictions on Foreign Travel and Cost-Cutting Measures

Alongside the tourism initiative, the state government has reportedly introduced several administrative reform measures aimed at reducing unnecessary expenditure.

These include:

  • Restrictions on foreign tours funded by the state exchequer
  • Reduced use of official vehicle convoys
  • Promotion of “No Vehicle Day”
  • Increased use of virtual meetings and video conferencing

The measures are intended to improve administrative efficiency and encourage responsible spending.

Bihar Tourism Sector Expected to Benefit

Officials said the “Bihar Darshan” scheme could significantly improve domestic tourism in the long run by encouraging regular travel within the state and generating wider awareness about Bihar’s tourism potential.

The initiative is expected to help:

  • Increase tourist footfall across districts
  • Promote eco-tourism and homestay culture
  • Improve tourism infrastructure through direct feedback
  • Strengthen local economies and community participation
