With initiatives like eSevanam, e-District, and the Kerala State Portal, Kerala has built a robust digital framework grounded in accessibility, content availability, multilingual support, and data privacy. These platforms not only align with NeSDA benchmarks but are also highly responsive to the everyday needs of citizens—particularly through Aadhaar-linked authentication, mobile-first services, and real-time dashboards. Sandip Kumar IAS, Director, Kerala State IT Mission, shares more about KSITM in an exclusive interaction with Krishna Mishra of Elets News Network  (ENN).

Kerala has been consistently ranked among the top in the National e-Governance Service Delivery Assessment (NeSDA). What specific backend digital architecture and citizen engagement models have been put in place to achieve this performance, and how is KSITM scaling these models across the state?

Kerala’s consistent top performance in NeSDA is a result of its robust digital infrastructure and citizen-centric governance model. We have implemented service delivery frameworks anchored on platforms such as eSevanam, eDistrict, and the Kerala State Portal. These platforms adhere to various NeSDA standards, including Accessibility, Content Availability, Ease of Use, Information Security & Privacy, and E-Participation.

On the citizen engagement front, initiatives such as Aadhaar-based authentication, mobile-enabled services, real-time dashboards, and multi-language interfaces have played a critical role in enhancing access, usability, and trust.

We are now scaling these efforts through the Digital Kerala Architecture—an integrated Unified Service Delivery Platform built on API integration frameworks and cross-platform interoperability. This ensures that services are seamless, inclusive, and scalable across departments. In the first phase, 104 services will be integrated into a single front-end service delivery platform. As more services are brought under this unified system, the process of accessing government services will become significantly more streamlined for citizens.

 

Currently, KSITM has launched the eSevanam portal, which offers over 1,000 services by directing users to each department’s respective website. What measures does the IT Mission envision for seamless service delivery in the future, particularly through Unified Registry, WhatsApp integration, DigiLocker, and AI chatbots?

The eSevanam portal is envisioned as a one-stop gateway for accessing more than 1,000 digital services across departments. Looking ahead, our focus is on achieving true backend unification. A Unified Registry is currently under development to streamline service discovery, application, and delivery across departments. This registry will enable proactive service delivery, enhance scheme planning and monitoring for departments, and ensure easier access to eligible services for citizens.

We are also working on integrating WhatsApp and conversational AI chatbots for 24×7 citizen support, enabling service access through WhatsApp. Additionally, integration with DigiLocker will allow for the automatic retrieval of supporting documents. Real-time grievance redressal mechanisms are also being incorporated.

All these measures are aimed at making public service delivery frictionless, proactive, and personalized—shifting the paradigm from a department-centric to a truly citizen-centric model.

 

e-District Kerala has achieved a significant milestone with 10 crore online applications and approximately 9.4 crore digital certificates issued — a remarkable achievement. What further enhancement measures are being planned for e-District Kerala?

e-District Kerala is a cornerstone of our digital governance framework. It is the single platform that delivers the highest number of certificates to citizens. We are now planning to enhance the platform through DigiLocker integration for paperless applications, service delivery via chatbots, interoperability with mobile-first interfaces, and simplified workflows for faster approvals. We are working closely with departments to reduce the number of forms and collect only the minimum required inputs from citizens while issuing certificates. Additionally, we are continuously expanding the portal by integrating new services from various departments.

 

Considering Kerala’s leadership in e-governance, what measures is KSITM taking to align with national programs like Digital India and the INDIA-AI Mission, and how do these efforts contribute to the vision of Viksit Bharat by 2047?

KSITM is fully aligned with national flagship missions. Our initiatives — such as the adoption of India Stack components (eSign, DigiLocker, Aadhaar eKYC), pilot implementation of IndiaAI use cases in governance, and AI training programs through ICT Academy and K-DISC — reflect our proactive alignment. We are actively engaging with the IndiaAI Mission and planning several initiatives, including a pooled compute facility, integration with AI Kosh, AI application development, and startup financing.

Kerala’s digital policy framework and ethical governance models are significantly contributing to the Viksit Bharat 2047 vision by focusing on inclusive digital growth, capacity building, and data-driven policymaking.

With Kerala being the first state to declare internet access as a basic right and now rolling out AI policy frameworks, how is KSITM balancing rapid tech adoption with digital ethics, data privacy, and cybersecurity in citizen service platforms?

We strongly believe in responsible tech governance. Kerala’s AI and data policy frameworks are founded on privacy-by-design principles, open standards, and citizen consent. KSITM ensures that all digital platforms undergo regular security audits, comply with CERT-K guidelines, and are hosted on the State Data Centre or MeitY-approved infrastructure.

We are also in the process of establishing a State Security Operations Centre (SOC) and integrating AI risk assessment into our service design processes. Awareness initiatives on digital literacy, ethics, and cyber hygiene are being scaled up through CERT-K and our outreach campaigns.

Our model strives to strike a balance between innovation and inclusion, with a strong emphasis on accountability and security.
