Amitabh Jain, IAS

The Government of Chhattisgarh, with the concurrence of the Central Government, has extended the tenure of Amitabh Jain, a 1989-batch Indian Administrative Service (IAS) officer, as the Chief Secretary of the state. Jain, who was slated to retire on June 30, 2025, will now serve in the top bureaucratic post until September 30, 2025.

This extension marks a first in Chhattisgarh’s history since its formation in 2000, making it the inaugural instance of a Chief Secretary receiving an official extension. The unexpected decision, taken during the state cabinet meeting on Monday, surprised many who had anticipated a change in leadership at the highest level.

Surprise Extension Amid Speculation
Leading up to the cabinet meeting, speculation was rife regarding Jain’s successor, with three senior IAS officers—Subrat Sahu (1992 batch), Amit Agarwal (1993 batch, currently on central deputation), and Manoj Pingua (1994 batch)—being viewed as frontrunners. However, the last-minute clearance from the Centre for Jain’s extension caught the state bureaucracy off guard. What was expected to be a farewell session turned into a historic endorsement of continuity in governance.

A Career Spanning Three Decades
Born on June 21, 1965, in Dallirajhara, Balod district of Chhattisgarh, Amitabh Jain is an alumnus of IIT Delhi, where he completed his Master’s in Systems Management, following a Mechanical Engineering degree from Bhopal. He began his civil services career as Assistant Collector in Jabalpur, in undivided Madhya Pradesh, after joining the IAS in 1989.

Over the years, Jain has served in various key administrative capacities across districts such as Neemuch, Surguja, Gwalior, Raigarh, Chhatarpur, Hoshangabad, and Rajgarh. Post the bifurcation of Madhya Pradesh, he opted for the Chhattisgarh cadre and went on to become the Collector of Raipur twice—first during the state’s inception in 2000.

Key Roles at State and Centre
Jain has held several senior positions in the state administration, including Secretary, Principal Secretary, and Additional Chief Secretary across major departments such as Finance, Home, Water Resources, Forest, Commerce, and Public Relations. His central deputation spanned seven years, where he served as Director and Joint Secretary in the Ministry of Commerce, and later as Minister (Economic) at the Indian High Commission in London, where he played a pivotal role in advancing India–UK trade ties.

In 2024, he was also entrusted with the additional charge of Vice Chairman, Chhattisgarh State Policy Commission, highlighting his pivotal role in state-level strategic planning.

Leadership and Continuity

Since his appointment as Chief Secretary on November 30, 2020, Jain has steered several key developmental and governance reforms in Chhattisgarh. His extension is being viewed as a deliberate move to ensure leadership continuity and policy stability, particularly as the state advances multiple long-term development initiatives.
