
In a significant administrative overhaul aimed at strengthening governance and streamlining public service delivery, the Tamil Nadu government under the leadership of Chief Minister M.K. Stalin has transferred 55 IAS officers, including nine district collectors, across various departments and districts. This large-scale reshuffle underscores the state’s continued emphasis on reform-oriented and performance-driven administration.
Key Highlights from the Reshuffle Order:
2001 batch IAS officer Rajendra Ratnoo, who was serving on Central deputation, has been appointed as Principal Secretary to the Government of Tamil Nadu. His return is expected to infuse central-level insights and experience into the state’s top bureaucratic leadership.

In other prominent changes:
- Shilpa Prabhakar Satish (2009 batch) takes over as Secretary, Commercial Tax Department, a crucial post responsible for overseeing state revenue collection.
- S Vijayakumar (1993 batch), formerly Additional Chief Secretary, has been appointed as Commissioner of Land Reforms, playing a key role in land governance and agricultural reform.
- Dr. M Vallalar (2003 batch) has been posted as Secretary, Social Reforms Department, where he will spearhead inclusive development and social justice programmes.
- C Samayamoorthy (2002 batch), previously Secretary of Higher Education, is now the Secretary of Human Resource Management Department, signaling a strategic pivot towards administrative reforms and HR planning.
- D Sneha (2017 batch) has been appointed as the District Collector of Chengalpattu, one of Tamil Nadu’s most rapidly developing districts.

The reshuffle impacts key portfolios spanning taxation, education, land reforms, and social justice. Officials within the state secretariat emphasize that the reassignments are part of a comprehensive review and realignment strategy designed to meet emerging governance challenges and deliver faster, citizen-focused services.
