
In a major bureaucratic shake-up, the Jharkhand government has transferred and reassigned 57 Indian Administrative Service (IAS) officers, marking one of the most extensive reshuffles in recent times. A notification from the Department of Personnel, Administrative Reforms and Official Language outlined the changes, which include routine transfers as well as the addition of multiple departmental responsibilities—signalling a strategic move to bolster governance and administrative efficiency.
Key Appointments and Dual Roles:

Amitabh Kaushal, one of the most senior officials in the reshuffle, has been appointed Secretary, Commercial Tax Department, with the additional responsibility of Secretary, Excise and Prohibition Department—a crucial domain for revenue generation and enforcement in the state.

Rajesh Kumar Sharma has been designated Secretary, Disaster Management Division, and simultaneously assigned as Civil Defence Commissioner—a pivotal position ahead of the monsoon season and in disaster mitigation efforts.

Arwa Rajkamal’s Expanded Multi-Departmental Mandate
In one of the most comprehensive role expansions, Arwa Rajkamal has been entrusted with a broad portfolio cutting across infrastructure, industry, and natural resources. His new responsibilities include: Secretary, Building Construction Department, Managing Director, Jharkhand State Building Construction Corporation Ltd, Resident Commissioner, Jharkhand Bhawan, Secretary, Mines and Geology Department, Secretary, Industries Department, Chairman, Jharkhand State Mineral Development Corporation Ltd, Additional Charge as Mines Commissioner etc.

Dodde, who was previously awaiting a posting, has now been named Special Secretary, Revenue, Registration and Land Reforms Department, and will concurrently serve as Director, Land Acquisition, Land Records and Measurement.

Rajeshwari B, formerly in the Finance Department, has been transferred and appointed as Director, Panchayati Raj, aligning with the government’s rural governance initiatives.
