
Chandigarh, May 9, 2025 — In a significant administrative reshuffle, the Haryana government has ordered the transfer of 12 Indian Administrative Service (IAS) officers and one Indian Forest Service (IFoS) officer, immediately. The transfers, aimed at strengthening key departments and improving governance, were announced through an official notification issued late Wednesday evening.
Among the most notable appointments is that of S. Narayanan, a 1997-batch IFoS officer, who has been appointed as the Director General and Secretary of the Higher Education Department. Narayanan replaces Rahul Hooda, an IAS officer from the 2015 batch, who has now been designated Special Secretary in the Revenue and Disaster Management Department. Before this, S. Narayanan served as Director General of the New & Renewable Energy Department.
Another key change includes the appointment of T.L. Satyaprakash, a 2002-batch IAS officer, as Commissioner and Secretary of the Transport Department. Satyaprakash takes over the role following the superannuation of senior IAS officer Ashok Khemka on April 30. Notably, Satyaprakash will continue to hold his existing portfolios as Commissioner and Secretary of the Mines and Geology Department as well as Chief Executive Officer of Drone Imaging and Information Systems of Haryana Limited (DRIISHYA).
C.G. Rajini Kanthan, a 2004-batch IAS officer, has been appointed as Commissioner and Secretary of the Human Resources Department, relieving Vijayendra Kumar of the charge. Kanthan will continue to serve as Secretary in the Finance Department, the General Administration Department, and the Central Committee of Examinations.
Other significant appointments include Shekhar Vidyarthi, a 2004-batch IAS officer, who will now serve as Director General of Fire Services and Commissioner and Secretary of the Archives Department, succeeding Amneet P. Kumar.
Among the mid-level postings, Amna Tasneem, a 2012-batch IAS officer, moves from her position as Administrator of Haryana Shehri Vikas Pradhikaran (HSVP), Panchkula, and Urban Estate Additional Director, to become Director of the Foreign Cooperation Department, replacing Sanjeev Verma.
Sachin Gupta, an IAS officer from the 2018 batch and former District Municipal Commissioner and Commissioner of Ambala Municipal Corporation, has been posted as Administrator of HSVP and Urban Estate Additional Director, Panchkula, replacing Tasneem.
Further reshuffling includes Ayush Sinha (IAS, 2018 batch), who transitions from Municipal Commissioner of Yamunanagar to Commissioner of Manesar municipal body. His previous role will now be handled by Akhil Pilani, an IAS officer of the same batch, who was serving as Additional Deputy Commissioner-cum-District Citizen Resources Information Officer in Palwal.

Additionally, Anand Kumar Sharma (IAS, 2019 batch) moves to Rohtak as District Municipal Commissioner and Commissioner, while Saloni Sharma (IAS, 2019 batch) takes over as Additional Commissioner of the Faridabad Municipal Corporation. Dr. Balpreet Singh (IAS, 2019 batch) has been transferred to Ambala as District Municipal Commissioner and Commissioner, replacing Sachin Gupta. Lastly, Yash Jaluka (IAS, 2021 batch), who served as Additional Deputy Commissioner of Karnal, has been posted as Additional Commissioner of Gurugram Municipal Corporation, succeeding Dr. Singh.
