
Bharat Petroleum Corporation Limited (BPCL), a Fortune Global 500 company and one of India’s premier oil and gas enterprises, announced that Sanjay Khanna has taken over the additional responsibility as Chairman and Managing Director (CMD) of the company. This appointment is in addition to his current role as Director (Refineries).
Khanna, a seasoned industry professional, brings more than 30 years of extensive experience in refinery operations, project execution, and technical services. He holds a degree in Chemical Engineering from the National Institute of Technology (NIT), Tiruchirappalli, and a postgraduate qualification in Finance Management from Mumbai University. His academic background, coupled with rich operational expertise, has been pivotal in steering several key projects within BPCL’s vast refinery network.
During his tenure, Sanjay Khanna has played a significant role in advancing BPCL’s refining capabilities. He has been instrumental in the successful execution of major projects, particularly in the Mumbai, Kochi, and Numaligarh refineries. Notably, as Executive Director of the Kochi Refinery, he was a driving force behind the commissioning of the Propylene Derivative Petrochemical Project (PDPP), which marked BPCL’s entry into niche petrochemicals, a strategic move to diversify and strengthen the company’s product portfolio.
In his previous leadership roles, Khanna headed BPCL’s Kochi and Mumbai refineries, where his focus on operational excellence, safety, and sustainability earned widespread recognition. His strategic vision has not only enhanced the performance of these facilities but also contributed to BPCL’s reputation as a leader in the downstream sector.

Apart from his core responsibilities within BPCL, Khanna serves on the boards of Bharat Petro Resources Limited and Ratnagiri Refinery and Petrochemicals Limited, underscoring his broader engagement with India’s energy sector. Furthermore, he chairs the ‘Technical Committee for Petroleum Refineries’ under the Ministry of Petroleum and Natural Gas, reflecting his expertise and commitment to advancing technical standards in the industry.

BPCL, a key player in India’s energy landscape, has been undergoing significant transformation in line with the nation’s energy transition goals. Under Khanna’s leadership, the company is expected to continue focusing on operational efficiency, strategic diversification, and sustainability initiatives.
In a statement, BPCL highlighted Khanna’s proven leadership and deep understanding of refinery operations as crucial assets that will guide the company through its next phase of growth. The appointment comes at a time when BPCL is navigating a dynamic energy environment, balancing its traditional petroleum business with emerging opportunities in cleaner fuels and petrochemicals.
