The Government of Maharashtra has embarked on a major initiative to modernise governance and technical education by signing multiple Memorandums of Understanding (MoUs) with global technology leader IBM and key social sector organisations. These agreements, formalised in the presence of Chief Minister Devendra Fadnavis, Deputy Chief Ministers Eknath Shinde and Ajit Pawar, mark a strategic push towards administrative transformation and inclusive skill development.

In a significant development, the state government has entered into a partnership with IBM Technology (India) to leverage Artificial Intelligence (AI) and emerging digital technologies for enhanced public service delivery and administrative efficiency. Under the agreement, three AI centres will be established in Mumbai, Pune, and Nagpur. These centres will serve as hubs for training government employees and students in AI, cloud computing, and cybersecurity using IBM’s advanced educational platforms.

The initiative aims to equip Maharashtra’s workforce with future-ready skills while promoting the integration of AI, hybrid cloud, and data analytics into public administration. The project is expected to drive efficiency, transparency, and innovation in governance.

This MoU marks a significant step towards accelerating the transformation of citizen services in Maharashtra through digitally enabled government departments that are more productive, data driven and cyber secure by responsibly adopting technologies like AI powered automation and agents,” said Sandip Patel, Managing Director, IBM India & South Asia.


Simultaneously, the Maharashtra Government has launched a transformative skilling programme for youth, with a special focus on differently-abled individuals. The Department of Skill, Employment, Entrepreneurship and Innovation has signed MoUs with prominent organisations, including the Sri Sri Rural Development Programme Trust, Schneider Electric India Foundation, DeAsra Foundation, and Project Mumbai.

These partnerships will lead to the modernisation of 20 Industrial Training Institutes (ITIs) across the state. Plans include upgrading existing electrical workshops and establishing state-of-the-art laboratories specialising in solar technology and industrial automation. Over a span of three years, the initiative aims to impart advanced technical training and create robust employment opportunities.

As part of this programme, select students from the electrician trade will undergo a 15-day training module in Bengaluru, focusing on new technologies and soft skills. Approximately 9,750 youth across key urban centres such as Mumbai, Pune, Nagpur, Nashik, and Amravati are expected to benefit over the next four years.

In addition, the Maharashtra Innovation Society has collaborated with DeAsra Foundation to train and mentor 5,000 micro and small entrepreneurs, providing critical support in business development and sustainability. Project Mumbai’s MoU focuses on inclusivity by offering sign language-based education and tailored employment training for differently-abled ITI students.

The MoU signing ceremony, held at Mantralaya following a state cabinet meeting, was attended by senior officials, including Skill Development Minister Mangal Prabhat Lodha, Chief Secretary Sujata Saunik, and Additional Chief Secretary Manisha Verma. The programme underscores Maharashtra’s commitment to building a digitally empowered and socially inclusive economy.
