Pradeep Kumar Jena

The Odisha government has officially appointed retired Indian Administrative Service (IAS) officer Pradeep Kumar Jena as the Chairman of the Odisha Electricity Regulatory Commission (OERC). His appointment will be effective from the date he assumes office, as per the notification issued by the state Energy Department.

Jena, a 1989-batch IAS officer, brings extensive administrative experience to his new role. He holds a Master of Science degree in Geology and has held several key positions in the Odisha government throughout his career. His tenure in the civil service was marked by significant contributions to infrastructure development, energy reforms, and disaster management.

Filling a Long-Vacant Position

The position of OERC Chairperson had remained vacant for an extended period, leading to administrative stagnation within the commission. The absence of leadership in this quasi-judicial body has resulted in delays in regulatory decisions affecting the power sector and consumer interests. Recognizing the urgency of the matter, the state government took steps to expedite the appointment process, culminating in Jena’s selection.


Distinguished Career in Public Service

Jena has held various crucial positions in the state administration. He previously served as the Secretary of the Energy Department from 2006 to 2014, during which he played a key role in modernizing Odisha’s power infrastructure. His leadership contributed to the expansion and strengthening of the state’s electricity distribution network, enhancing efficiency and accessibility.

Additionally, Jena has served as the Development Commissioner and Special Relief Commissioner (SRC), overseeing critical disaster response and rehabilitation efforts. His tenure as the SRC was particularly notable during the COVID-19 pandemic, where he was instrumental in coordinating the state’s relief measures. He also played a crucial role in disaster management efforts following the 1999 Super Cyclone and other natural calamities that affected Odisha.

Leadership in Key Infrastructure Projects

Before he was appointed Chief Secretary of Odisha on February 26, 2023, Jena was actively involved in major developmental projects. He oversaw the transformation of the Jagannath Temple in Puri, the renovation of other religious sites, and the expansion of the SCB Medical College and Hospital in Cuttack. His initiatives in irrigation and rural development further reinforced his reputation as an efficient administrator.

Transition to OERC Leadership

Following his tenure as Chief Secretary, which lasted until June 30, 2024, Jena’s appointment to OERC marks the next phase of his distinguished career in public service. His vast experience in governance, regulatory oversight, and infrastructure management positions him well to lead the commission in addressing key issues in Odisha’s power sector.
