Demonstrating its commitment to energy efficiency and sustainability, the Odisha Energy Department has formalised a Memorandum of Understanding (MoU) with Energy Efficiency Services Limited (EESL), a joint venture of public sector undertakings (PSUs) under the Ministry of Power. Signed on Friday, the agreement aims to promote the exchange of expertise, advanced technologies, and best practices to facilitate the large-scale implementation of energy efficiency initiatives across the state.
The signing ceremony took place in the presence of Odisha’s Deputy Chief Minister Kanak Vardhan Singh Deo, who also oversees the energy portfolio. The partnership is expected to drive sustainable development by optimising energy consumption, reducing costs, and improving public infrastructure.
Commitment to Energy Efficiency and Sustainability
Speaking on the occasion, Deputy Chief Minister Singh Deo emphasised Odisha’s dedication to leading the way in energy conservation and sustainability. “Our collaboration with EESL will help enhance energy security, reduce expenditure, and modernise public infrastructure across the state. By implementing large-scale energy efficiency projects and promoting clean mobility, we are ensuring a greener, more resilient future for our citizens,” he stated.

This strategic partnership underscores Odisha’s leadership in climate action and green development. By leveraging innovative solutions, the state aims to implement various projects focused on energy efficiency in public buildings and municipal services, as well as promote clean cooking solutions and electric mobility. Additionally, the collaboration will support capacity-building initiatives, knowledge-sharing programs, and joint research and development efforts.

Leveraging Advanced Technologies for Sustainable Growth
Vishal Kumar Dev, Principal Secretary of the Odisha Energy Department, highlighted the importance of adopting cutting-edge technologies to enhance energy efficiency across multiple sectors. “This agreement allows Odisha to utilise advanced solutions and global best practices to optimise energy consumption, ultimately contributing to the state’s sustainable growth,” he remarked.
EESL’s CEO, Vishal Kapoor, echoed these sentiments, stating that the MoU is proof of the shared commitment between Odisha and EESL towards energy conservation and achieving India’s Net Zero goals. He expressed confidence that the partnership would significantly contribute to making Odisha a model state for energy efficiency and sustainable development.
Framework for Sustainable Solutions
As part of this collaboration, EESL and the Odisha Energy Department will focus on executing large-scale energy efficiency projects, particularly in public buildings and urban infrastructure. The partnership will also support initiatives promoting clean energy alternatives, including electric mobility solutions and energy-efficient appliances.
Additionally, both parties will engage in joint research, capacity-building programs, and exchange of expertise to further strengthen Odisha’s position as a leader in sustainable energy solutions. The initiative aligns with India’s broader vision of energy transition and Net Zero commitments, reinforcing the state’s proactive approach towards reducing carbon emissions and improving energy security.
