In a significant step towards modernising India’s postal infrastructure, the Department of Posts has signed a Memorandum of Understanding (MoU) worth ₹444.36 crore with the National Informatics Centre Services Incorporated (NICSI) and the National Informatics Centre (NIC) for hosting its Advanced Postal Technology (APT) platform on the government’s MeghRaj 2.0 cloud infrastructure.


The move is expected to strengthen digital service delivery across the country’s vast postal network while enhancing operational efficiency, scalability and data security.

Core Postal Platform to Shift to MeghRaj 2.0


Under the agreement, the Advanced Postal Technology (APT) application, which supports key postal functions such as mail operations, logistics tracking and financial services, will be migrated to the National Government Cloud.


The transition is expected to provide a more robust and secure technology environment, enabling the Department of Posts to handle growing transaction volumes while improving system performance and service reliability.

MeghRaj 2.0, developed under the Ministry of Electronics and Information Technology (MeitY), serves as the government’s next-generation cloud platform designed to support digital governance initiatives across departments and agencies.


Supporting Digital Transformation of Postal Services

The Department of Posts operates one of the world’s largest postal networks, with more than 1.5 lakh post offices spread across urban and rural India. As postal services continue to expand beyond traditional mail delivery into banking, financial inclusion and digital citizen services, technology has become central to its operations.

Officials believe the migration of the APT platform to the government cloud will enable faster processing of transactions, better system integration and improved access to digital services for citizens.

The initiative is also expected to strengthen interoperability with other government digital platforms and public service delivery systems.

Collaboration Between Key Government Technology Institutions

The project brings together three major government organisations involved in technology and digital infrastructure.

NICSI will support implementation and technology procurement, while NIC will provide technical expertise and cloud infrastructure services. The Department of Posts will leverage the platform to modernise its operational systems and improve service delivery across its nationwide network.

The collaboration reflects the government’s broader efforts to build secure and scalable digital infrastructure for public services.

Strengthening Government Cloud Adoption

Launched to support digital governance, the MeghRaj programme aims to reduce infrastructure duplication, improve resource utilisation and provide secure cloud-based services to government departments.

By hosting applications on government-owned cloud infrastructure, agencies can benefit from standardised security frameworks, greater scalability and improved disaster recovery capabilities while maintaining control over sensitive data.

The ₹444.36 crore agreement includes hosting, maintenance and technical support services required to run the postal technology platform on the cloud environment.

Boost to India’s Digital Governance Ecosystem

The Department of Posts has been actively pursuing digital transformation through initiatives such as India Post Payments Bank, Aadhaar-enabled services and digital financial products.

The migration of its core technology platform to MeghRaj 2.0 is expected to further strengthen these efforts and support the department’s long-term vision of delivering citizen-centric, technology-driven services.
