Key Bureaucratic Changes: Anand Madhukar Repatriated from ASI, Arvind Kumar Dubey Gets Additional Charge, Prashant Panwar Moves to Centre

In a series of important administrative developments, the Centre and state governments have announced key postings and cadre movements involving senior officers from the Indian Railway Personnel Service (IRPS) and Indian Administrative Service (IAS).


Among the major changes, Anand Madhukar, a 1997-batch IRPS officer serving as Additional Director General in the Archaeological Survey of India (ASI), has been prematurely repatriated to his parent cadre.

According to an order issued by the Department of Personnel and Training, the competent authority approved a proposal from the Ministry of Culture to send him back to his cadre to enable him to avail promotion benefits. Madhukar had taken charge as Additional Director General of ASI in March 2024, and his central deputation was originally scheduled till March 2029.

In another key development, Arvind Kumar Dubey, a 2012-batch IAS officer of the Madhya Pradesh cadre, has been given additional charge as Director, Public Relations, Bhopal. Dubey is currently serving as Additional Secretary to the Chief Minister in Madhya Pradesh and will now also oversee the state’s public communication and media outreach functions.


Meanwhile, Prashant Panwar, a 2015-batch IAS officer of the Haryana cadre, has been appointed as Deputy Secretary in the Ministry of Coal under the Central Government.

Before this appointment, Panwar was serving as Director and Special Secretary in Haryana’s Department of Social Justice, Empowerment, Scheduled Castes and Backward Classes Welfare and Antyodaya (SEWA). He was also handling several important responsibilities, including Mission Director of Mukhyamantri Antyodaya Parivar Utthan Yojana, Chief Executive Officer of Haryana Parivar Pehchan Authority and Special Secretary in the Citizen Resources Information Department (CRID).


Officials said these administrative changes reflect the continued movement of experienced officers between state and central governments to meet evolving governance and policy requirements.

While Anand Madhukar’s repatriation is aimed at facilitating his promotion within the railway personnel service, Arvind Kumar Dubey’s additional assignment is expected to strengthen Madhya Pradesh’s public communication framework. Prashant Panwar’s move to the Ministry of Coal brings an experienced state administrator into a strategically important Union ministry.
