The Telangana government has migrated its MeeSeva platform from Oracle to the open-source PostgreSQL database, marking a shift in its digital infrastructure, announced Ravikiran Tirumala, Commissioner of Electronic Services Delivery, Government of Telangana, in a LinkedIn post.
MeeSeva, the state’s largest citizen services platform, processes over 80,000 government-to-citizen (G2C) transactions daily and has served nearly 20 crore transactions to date.
The platform, which operated on Oracle systems for around 15 years, has now been transitioned to PostgreSQL using the open-source migration tool “ora2pg”, developed by Gilles Darold.
According to him, the migration was completed with less than four hours of downtime, with minimal disruption to services.
The shift is expected to result in significant cost savings. Annual expenditure on Oracle licensing and maintenance was approximately ₹10 crore, while the total migration cost was reported to be under ₹1 crore. The state estimates recurring annual savings of about ₹10 crore.
He noted that while PostgreSQL has been available as an alternative, many government departments have continued with proprietary systems due to perceived risks associated with large-scale migration.

Telangana has stated that it will document and share its migration process, including tools, challenges, and solutions, to support similar initiatives by other governments.
The move is being positioned as a step towards wider adoption of open-source technologies in government systems, with officials indicating that PostgreSQL has been able to handle high transaction volumes without performance issues.
