The Odisha government has notified a new policy aimed at promoting the reuse of treated wastewater in urban areas, marking a significant step toward strengthening water security and advancing sustainable resource management in the state.
Titled the ‘Policy on Reuse of Treated Used Water of Urban Odisha, 2026,’ the framework is among the most comprehensive water reuse initiatives introduced by any Indian state. It seeks to address growing seasonal and spatial water stress in urban centres while aligning with the principles of circular economy and climate resilience.
The policy lays out a clear roadmap to transform urban wastewater into a productive economic resource. Formulated by the Housing and Urban Development (H&UD) Department, it establishes time-bound targets for urban local bodies (ULBs) across Odisha to improve wastewater management systems and promote reuse practices.
A key objective of the policy is to achieve 100 percent collection, conveyance, and treatment of used water by 2030. Additionally, it targets at least 20 percent reuse of treated water within the same timeframe. This treated water can be utilised for non-potable purposes such as industrial use, landscaping, construction, and other urban applications, thereby reducing dependency on freshwater sources.
By encouraging efficient water use and recycling, the initiative is expected to enhance urban resilience against water scarcity, improve environmental outcomes, and create new economic opportunities. The policy also underscores the importance of integrating infrastructure development with sustainable urban planning.
