In a significant step towards strengthening India’s maritime future, the Ministry of Ports, Shipping and Waterways (MoPSW) has signed an implementation plan with the Korea International Cooperation Agency (KOICA) to enhance skill development in the country’s shipbuilding sector.
The agreement, signed on April 2, 2026, focuses on building a strong foundation of skilled professionals for India’s shipbuilding and marine industries—an area that is increasingly seen as vital for economic growth and global competitiveness.
At the heart of this collaboration is a shared vision: preparing India’s workforce for the demands of a rapidly evolving maritime ecosystem. With support from Korean institutions, including the Korea Research Institute for Vocational Education and Training, the project will study India’s current capabilities, identify skill gaps, and create a practical roadmap for developing talent in the sector.
Union Minister Sarbananda Sonowal described the partnership as a “defining moment” in India’s maritime journey. He highlighted that the initiative goes beyond training—it is about creating opportunities for young professionals, strengthening institutions, and building a future-ready workforce that can compete globally.
The collaboration will also see a series of bilateral workshops held in both India and South Korea. These sessions will bring together policymakers, industry experts, and academicians to exchange knowledge, share best practices, and align strategies for workforce development.
One of the most promising aspects of this partnership is the proposed establishment of a ‘Shipbuilding Workforce Development and Technology Cooperation Center’ in India. This centre is expected to provide industry-focused training, improve technical capabilities, and support innovation in shipbuilding.

For India, which aims to become a global hub for maritime services under the Maritime Amrit Kaal Vision 2047, this initiative is a step in the right direction. As the maritime sector continues to evolve, such collaborations highlight a clear focus—not just on building ships, but on building the people who will drive the industry forward.
