In a move aimed at enhancing transparency and tightening security during elections, the Election Commission of India has introduced a QR code-based Photo Identity Card system for access control at counting centres.

The new system will be implemented from May 4, starting with vote counting for Assembly elections in Assam, Kerala, Tamil Nadu, West Bengal, and Puducherry, along with by-elections in multiple constituencies. The Commission plans to extend this system to all future Lok Sabha and Assembly elections.

Tech-Driven Security Upgrade

The QR-based verification system has been integrated into the ECINET platform to enable secure and efficient identity checks. The initiative aims to prevent unauthorised entry and ensure that only verified personnel can access sensitive areas within counting centres.

Three-Tier Security System

To strengthen monitoring, the ECI has introduced a three-layer security mechanism:

  • First and second levels: Manual verification of ID cards issued by Returning Officers
  • Final level (near counting halls): Mandatory QR code scanning for entry

Only those whose QR codes are successfully authenticated will be allowed inside the counting areas.

Mandatory for All Authorized Personnel

The QR-based ID cards will be required for all individuals involved in the counting process, including:

  • Returning Officers and Assistant Returning Officers
  • Counting staff and technical teams
  • Candidates and their agents

This ensures uniform security standards across all counting centres.

Part of Broader Electoral Reforms

The initiative is part of a wider set of reforms introduced by the Election Commission of India over the past year to modernise election management. Earlier, QR-based ID systems were also introduced for Booth Level Officers.

Media Access and Implementation

To support media coverage, dedicated media centres will be set up near counting venues, while journalists will continue to access facilities through authorised passes.

The Commission has directed all election officials to ensure smooth implementation of the system, including deploying trained staff at checkpoints to maintain high standards of security and efficiency.

With this digital upgrade, the ECI is taking another step towards making India’s election process more secure, transparent, and technology-driven.
