Delhi Chief Minister Rekha Gupta on Tuesday presented the ₹1,03,700 crore Budget for 2026–27 in the Assembly, outlining a roadmap focused on infrastructure development, environmental sustainability, and economic growth.

This is her second Budget as Chief Minister, with a strong emphasis on improving road infrastructure and introducing what she described as a “green Budget” approach.

Focus on Growth and Infrastructure

Presenting the Budget, CM Gupta highlighted Delhi’s economic progress and resilience, noting that the city continues to grow faster than the national average.

According to her, Delhi’s GSDP grew by 8.9% in 2024–25 to ₹12.13 lakh crore, and is expected to rise further by 9.8% in 2025–26 to ₹13.27 lakh crore. She also pointed out that the city’s per capita income has crossed ₹5 lakh and is projected to reach ₹5.3 lakh, placing Delhi among the top states in terms of income levels.

The Budget also reflects a continued push towards capital expenditure. In recent years, the government has significantly increased spending on infrastructure, breaking the earlier trend of lower investments.

Major Allocations and Revenue Plan

For the upcoming financial year, the government expects:

  • ₹74,000 crore from tax revenue
  • ₹900 crore from non-tax revenue
  • ₹3,931 crore from centrally sponsored schemes
  • ₹592 crore from the Central Road Fund
  • ₹16,700 crore through market borrowings

On the expenditure side, key allocations include:

  • ₹5,921 crore for Public Works Department (PWD)
  • ₹7,887 crore for Urban Development and Housing

Roads and Connectivity in Focus

A major highlight of the Budget is the focus on road infrastructure. The government aims to improve connectivity and make roads safer and more efficient.

CM Gupta said that out of Delhi’s 1,400 km road network, about 400 km was developed last year, and the target for this year is to carpet 750 km of roads end-to-end. The aim is to create dust-free, climate-resilient roads across the city.

‘Green Budget’ Approach

One of the standout features of this year’s Budget is its strong environmental focus. The Chief Minister described it as a “green Budget”, with around 21% of total expenditure dedicated to environmentally sustainable initiatives.

She emphasised that every scheme has been reviewed through an environmental lens, with a focus on long-term sustainability and improving quality of life for future generations.

Overall, the Budget reflects a balanced approach—combining economic growth, infrastructure expansion, and environmental responsibility. The government aims to improve urban infrastructure while ensuring that development remains sustainable.
