Ankur Kaushik

The Uttar Pradesh government on Tuesday carried out a significant administrative reshuffle, transferring several senior officers and placing them in new roles to strengthen governance across the state. The move affects both Indian Administrative Service (IAS) and Provincial Civil Service (PCS) officers, and is aimed at energising district administration and development delivery ahead of ongoing public service priorities.

One of the key changes in the list is the elevation of Ankur Kaushik, previously serving as Chief Development Officer (CDO) in Sultanpur, to the post of Chief Executive Officer of the Uttar Pradesh Rural Roads Development Agency (UPRRDA). In his new role, Kaushik will be responsible for overseeing rural road connectivity projects that are vital to linking villages and improving transportation infrastructure throughout the state.

In Deoria district, the current CDO Pratyush Pandey has been moved to lead coordination efforts at the state level as Special Secretary in the Coordination Department and will also serve as an additional project coordinator for key development programmes.

The reshuffle also includes a series of other moves intended to balance administrative experience and local governance needs:

  • Rajesh Kumar Singh, who was Secretary of the Ghaziabad Development Authority, has been appointed CDO of Deoria.
  • Vinay Kumar Singh, until now ADM (Administration) in Bijnor, has taken charge as CDO of Sultanpur.
  • Shyam Bahadur Singh, former Vice Chairman of the Mathura-Vrindavan Development Authority, will now serve as Special Secretary in the Irrigation and Water Resources Department.
  • Lakshmi N. has been named Vice Chairperson of the Mathura-Vrindavan Development Authority, where planned infrastructure and tourism development are priorities.
  • Vidhan Jaiswal, who was Examination Controller at the Uttar Pradesh Subordinate Services Selection Commission, has been posted as CDO of Kanpur Dehat.

Beyond the IAS transfers, the government has issued postings for 22 PCS officers in roles such as Additional District Magistrates, Sub-Divisional Officers and other important administrative assignments across districts, including Lucknow, Shamli, Sitapur, Jaunpur, Aligarh, and more. These changes are designed to bring fresh leadership to the frontline of public administration and district-level services.

Officials say this reshuffle reflects the state’s ongoing effort to align administrative strength with policy implementation needs, ensuring that experienced officers are placed where they can make the most impact. The government may continue to refine postings in the coming weeks as part of its regular administrative review ahead of the new year.
