Prime Minister Narendra Modi on Sunday laid the foundation stone for a ₹11,000-crore fertiliser project in Assam, marking a significant step towards expanding domestic fertiliser production capacity and strengthening agricultural support systems in the Northeast.

The project involves the development of a brownfield ammonia-urea manufacturing facility in Dibrugarh district, to be set up using existing industrial infrastructure. Officials said the approach will help optimise costs while enabling faster implementation compared to a greenfield project.

Once operational, the plant is expected to produce a substantial quantity of urea annually, contributing to improved availability for farmers in Assam and neighbouring states. The facility is also expected to reduce the region’s dependence on fertiliser supplies transported from other parts of the country.

According to officials, the fertiliser unit will incorporate modern production technology and adhere to updated environmental and safety standards. The project is expected to generate both direct and indirect employment during construction and operations, supporting local economic activity in Upper Assam.

The initiative forms part of the Centre’s broader strategy to increase domestic fertiliser output, reduce import reliance, and ensure timely supply during peak agricultural seasons. Strengthening fertiliser manufacturing in the Northeast is also aimed at lowering logistics costs and improving supply chain efficiency.

An official associated with the project said, “The brownfield nature of the plant allows for better utilisation of existing assets while addressing the growing fertiliser demand in the region.”

With the foundation stone laid, detailed engineering and preparatory work is expected to begin shortly. The project will move through phased execution, with commissioning targeted later this decade, officials said.
