The National Digital Innovation Residential Summit 2025, organised by the Information Technology Department, Government of Assam, in collaboration with Elets Technomedia, concluded on 6 December in Guwahati. The two-day summit brought together policymakers, technology leaders, innovators and governance experts from across the country to deliberate on the strategies required to accelerate Assam’s digital growth and strengthen India’s digital public infrastructure. Assam is emerging as one of India’s most promising digital innovation hubs, backed by the visionary Digital Assam initiative, expanding infrastructure, an increasingly mature IT ecosystem and a forward-looking governance framework committed to harnessing artificial intelligence, data and digital public platforms at scale.
Over the course of the summit, more than 50 speakers from over 20 states participated in high-level sessions, including 10 keynote addresses, multiple technical presentations and over five thematic panel discussions. The esteemed spealers also engaged in rich experiential learning opportunities through curated visits to the Kamakhya Devi Temple and a scenic Brahmaputra River Cruise. This unique residential format created space for deeper dialogue, peer learning and interstate collaboration, setting the tone for sustained partnerships in the months ahead.
Delivering the welcome address, Dr. Ravi Gupta, Founder, CEO & Editor-in-Chief, Elets Technomedia, set an inspiring tone for the deliberations ahead. Leadership and Vision
The summit was chaired by K. S. Gopinath Narayan, Principal Secretary, Information Technology Department, Government of Assam, who is at the forefront of steering the state’s AI-first vision. In his address, he emphasised that the world is currently experiencing what many experts term an “intelligence inversion”—a period where intelligence is abundant, accessible and rapidly evolving. He noted that the true challenge today is not the availability of technology but the ability to channel this intelligence into meaningful, scalable public outcomes. Reflecting on the pace of change, he highlighted how AI models can now instantly transform a simple article into an infographic, video or structured visual content, demonstrating the unprecedented power and accessibility of computation. He reinforced that platforms like this summit enable governments and industry to come together to refine ideas, share solutions and collaborate meaningfully for tomorrow’s governance challenges.
The Program Co-Chair, Ashwani Kumar, Additional Secretary IT & Director, Directorate of Information Technology, Electronics & Communications, Government of Assam, set the agenda by highlighting the state’s significant digital achievements, including the delivery of over 900 services through the Unified Assam Portal on Seva Setu and more than 500 services through Digilocker. He stressed that the strength of the summit lies in deep interstate collaboration, with the active participation of states such as Tamil Nadu, Karnataka, Telangana, Madhya Pradesh, Jammu & Kashmir and Punjab. He noted that the sessions were designed to explore implementable, scalable and practical solutions across domains such as integrated transport systems, digital public infrastructure, cyber security, data governance and AI-led citizen services. Kumar affirmed Assam’s commitment to building an AI-enabled, secure and citizen-centric governance model that can serve as a benchmark for the rest of the country.
Key Themes and Expert Dialogues
Discussions at the summit revolved around some of the most pressing themes shaping India’s digital future, including the Northeast digital economy, smart and integrated transport systems, cloud-first governance, the future of digital public infrastructure and the role of technology in shaping inclusive development and startup growth. Senior officials from across the country brought diverse perspectives, demonstrating both innovation and convergence in national digital thinking.
Among the keynote voices, Biswaranjan Samal, Additional Chief Secretary, Government of Assam, shared insights on digital reforms in the Public Distribution System. Highlighting that PDS serves nearly 80 crore people nationally and over 2.5 crore in Assam alone, he underscored the importance of digitising ration cards and Aadhaar linkage to ensure transparency, accountability and reliability in food security delivery. This transformation, he noted, has significantly strengthened the system’s efficiency and integrity.
Kalyan Chakravarthy, Additional Chief Secretary, Panchayat & Rural Development and Culture Department, Government of Assam, offered a forward-looking perspective on AI in governance. He reflected on his early administrative experience drafting Assam’s first IT policy in 2000 and observed how the state has since grown from a position of digital limitation to becoming a frontrunner in the AI-led governance landscape. He emphasised that IT policies rest on three pillars—strong infrastructure, skilled manpower and adoption of emerging technologies—and affirmed that Assam has made remarkable strides on all three. He stated that AI is no longer merely a private-sector tool but is entering governance in meaningful, transformative ways, aiming to make services faster, more accessible and citizen-first.
Manish Chadha, Joint Secretary, Ministry of Commerce, Government of India, presented a detailed perspective on Digital Trade 2.0 and India’s ambitions in electronics manufacturing and global trade competitiveness. He highlighted milestone interventions by MeitY, including the National Policy on Electronics 2019, the PLI schemes for large-scale electronics and IT hardware and major investments under the Electronics Component Manufacturing Scheme. He emphasised India’s target of reaching USD 500 billion in electronics production by 2030 and the significance of global partnerships, such as the India–US MoU on semiconductor supply chain collaboration. These reforms, he noted, place India firmly on the path toward becoming a global leader in advanced manufacturing and AI-driven digital trade.
Dr. Piyush Singla, Secretary, Information Technology, Government of Jammu & Kashmir, spoke about the unique digital challenges and opportunities in geographically difficult terrains. He highlighted issues such as the doctor–population and student–teacher ratios in remote regions of J&K and emphasised that digital public infrastructure, telemedicine and digital learning platforms offer some of the most effective solutions. He noted significant progress under the BharatNet programme and reaffirmed the state’s commitment to enabling equitable access to high-quality services.
Special Book and Magazine Launches
A key highlight of the summit was the launch of a special book – The Collaboration Blueprint: Strengthening Governance Through Structured Multi-Stakeholder Platforms, authored by Dr. Ravi Gupta, Founder, CEO & Editor-in-Chief of Elets Technomedia. The book distils his two decades of experience working closely with government, academia, development partners and civil society, offering practical frameworks, actionable templates and grounded insights for building collaborative, learning-led governance systems.
The summit also celebrated the launch of a special edition of the Elets eGov Magazine dedicated exclusively to Assam’s digital transformation journey. This edition captures the evolution of the state’s digital roadmap—from AI-led governance and citizen-centric delivery models to the expansion of digital infrastructure and the rise of a vibrant startup ecosystem. The success of the summit was made possible through significant support from pioneering industry partners. Google Cloud served as the Powered By Partner, enabling dialogues around cloud-driven innovation. Other notable partners included Indian Bank, TAGBIN, Karix, Salesforce, Pinnacle, Axis Bank, AMD, CtrlS, CSC, Blue Copper Technologies, SBI, NERL, CDAC, HDFC Bank, IndusInd Bank and Bank of Baroda. Their participation reinforced the importance of industry-government collaboration in strengthening India’s digital public infrastructure and accelerating innovation at scale.
Opening the industry session, Jignesh Talasila, Mission Director, TechBharat AI CoE, ParadigmIT, Google, highlighted the shift from traditional e-Governance to Intelligent Governance (i-Governance)—a system that understands, reasons and acts for faster, automated and AI-driven service delivery. He showcased Google’s collaboration with the Government of Andhra Pradesh, where a unified search platform was deployed across nearly 450 state websites, allowing citizens to access critical information instantly through a single search bar.
Industry leaders also shared their perspectives, including Mayank Kumar, Assistant Vice President at Pinnacle, who emphasised the power of intelligent communication platforms in enabling real-time citizen–government interaction at scale. He highlighted Pinnacle’s work on Maharashtra’s ‘One Bot for All’, demonstrating how unified conversational systems can transform service delivery and engagement. Salesforce’s Amin Rehman also noted the need for strong data quality and analytics to improve eligibility determination, reduce leakages, increase transparency and strengthen benefits delivery systems nationwide.
