Manoj Kumar Singh appointed First CEO of Uttar Pradesh’s State Transformation Commission

The Uttar Pradesh government has named former Chief Secretary Manoj Kumar Singh as the inaugural Chief Executive Officer of the State Transformation Commission (STC), marking a major milestone for the body established in 2022. Singh will serve a three-year term from the day he assumes office, with his appointment formalised through a government order issued on Saturday by Alok Kumar, Principal Secretary, Planning. He is expected to take charge on Monday.


A 1988-batch IAS officer, Singh previously served as Chief Secretary of Uttar Pradesh from July 2024 until his retirement on July 31, 2025. His 14-month tenure was marked by leadership across governance, infrastructure expansion, and economic development. The creation of the CEO position—and Singh’s elevation to it—is intended to accelerate Uttar Pradesh’s long-term transformation roadmap. As the state’s apex strategic think tank, the STC is tasked with driving structural reforms, policy innovation, and district-level development strategies aligned with the government’s decade-long economic agenda.

Chief Minister Yogi Adityanath, who heads the commission, has positioned the STC as a central pillar of Uttar Pradesh’s growth strategy. The commission includes senior officials such as the Chief Secretary, Agricultural Production Commissioner, Industrial Development Commissioner, and Principal Secretaries from key departments, underscoring its mandate to coordinate high-impact reforms across sectors.
