The Department of Commerce is undergoing a key leadership transition with Rajesh Agarwal (IAS: 1994: MN) formally assuming charge on Wednesday morning, October 1, 2025, as the new Commerce Secretary. His appointment comes at a critical juncture for India’s global trade strategy, particularly as the country navigates complex negotiations with the United States.
Agarwal succeeds Sunil Barthwal (IAS: 1989: BH), who superannuated on September 30, 2025, after completing a full three-year tenure at the helm of the department. Agarwal’s elevation had been pre-empted on April 18, 2025, when he was appointed as Officer on Special Duty (OSD) in the Department of Commerce, simultaneously elevated in-situ as Special Secretary, signaling the government’s intent to ensure a seamless transition in leadership.
A 1994-batch IAS officer from the Manipur cadre, Agarwal has already been leading India’s trade negotiations and now takes over at a particularly challenging time, marked by the US administration’s protectionist stance. His foremost priority will be steering the ongoing negotiations for a Bilateral Trade Agreement (BTA) with the US. Recently, on September 16, 2025, Agarwal engaged directly with Brendan Lynch, Assistant US Trade Representative for South and Central Asia, underlining his pivotal role in the talks.
The urgency of these discussions has escalated following the Trump administration’s imposition of punitive tariffs on certain Indian goods, partly linked to India’s oil imports from Russia. For India, the task ahead involves balancing sensitive domestic interests in sectors like agriculture and dairy while pushing for expanded market access.
Agarwal brings with him deep experience in trade policy, having served as Additional Secretary and previously transitioned laterally from the Ministry of Skill Development and Entrepreneurship to the Commerce Department. His predecessor Barthwal, too, had taken a similar trajectory, being first appointed as OSD before succeeding BVR Subrahmanyam (IAS: 1987: CG) as Commerce Secretary in 2022.

With his proven track record and the government’s confidence, Rajesh Agarwal is expected to provide policy continuity in concluding critical trade negotiations, including pending deals with the European Union, the United Kingdom, and frameworks under the Indo-Pacific Economic Partnership (IPEF).
