Leh, Ladakh | 19th September 2025: The Elets Digital Innovation Summit 2025 successfully concluded on 19th September in Leh, Ladakh, marking a significant milestone in India’s journey towards building future-ready, citizen-first digital ecosystems. Organised by the Department of Information Technology, UT Administration of Ladakh, in collaboration with Elets Technomedia, the summit brought together government leaders, policymakers, industry pioneers, and technology experts against the backdrop of the majestic Himalayas.
The day-long summit carried the theme “Digital India: Powering Progress with Purpose”, reflecting the nation’s commitment to leveraging digital technologies not just as growth enablers, but as instruments of equitable transformation. The sessions spanned across governance, citizen service delivery, emerging technologies, digital trust, and cybersecurity—setting the tone for India’s march toward becoming a $1 trillion digital economy.
Delivering the welcoming address, Dr. Ravi Gupta, CEO & Editor-in-Chief, Elets Technomedia, highlighted the two-decade journey of Elets in championing IT-led reforms.
“In today’s age of AI, change is happening at an unprecedented pace. The potential of IT and artificial intelligence to transform governance and service delivery is immense,” he remarked. Dr. Gupta added that the summit was not just a gathering but a “platform to exchange ideas, share best practices, and create new pathways for transformation”.
Ladakh’s Digital Aspirations, Citizen-Centric Transformation & the Connectivity Imperative
Shashanka Ala, IAS, Administrative Secretary, IT Department, Ladakh, set the context in her opening address by stressing that the summit was about much more than technology.
“This is about vision, collaboration, and purpose,” she said. Speaking of Ladakh’s unique geography, she explained that harsh terrain and dispersed populations created real challenges for governance. “But these very challenges inspire us to innovate—whether it is telemedicine for remote villages, digital classrooms for our children, or smart governance systems that make services accessible to all.”
In his keynote address, Dr. Pawan Kotwal, IAS, Chief Secretary, Ladakh, elaborated on the pressing need for digital connectivity in the region. He described Ladakh’s vast geography, covering over 60,000 sq. km, with a sparse population density of just 3–5 persons per sq. km.
“These conditions make digital connectivity not a luxury, but a lifeline,” Dr. Kotwal observed. He underscored that mobile and internet connectivity were essential tools for bridging gaps in healthcare, education, financial inclusion, and welfare delivery.
Reflecting on infrastructure efforts, he stated, “Thanks to the tireless work of the Border Roads Organisation and the Government of India’s investments, Ladakh is witnessing significant progress in road and power infrastructure. Digital infrastructure must now move in tandem.”
Delivering the special address, Shri Stanzin Chosphel, Hon’ble Executive Councillor, UT of Ladakh, placed citizens at the heart of Ladakh’s digital transformation.’
“Digital connectivity is the bedrock of innovation,” he said. He proudly announced that through the Universal Service Obligation Fund (USOF), Ladakh had installed 200 BSNL 4G towers that extended internet access even to the remotest villages.’
“We are digitising sectors ranging from agriculture to horticulture. The goal is to ensure that people feel the benefits of technology in their daily lives—whether it is farmers getting real-time crop information or youth accessing new learning opportunities.”
A National Vision Anchored in Ladakh
As the Chief Guest, Shri Kavinder Gupta, Hon’ble Lieutenant Governor of Ladakh, underlined India’s broader digital vision and Ladakh’s alignment with it.
“India is undergoing a transformative digital journey under the visionary leadership of the Hon’ble Prime Minister,” he said. Gupta spoke passionately about flagship programmes like Digital India, BharatNet, and digital payments, stressing that these were not just central policies but “lifelines connecting every Indian to opportunities”.
He also pointed out Ladakh’s strides in digitising land records, enabling online healthcare, and integrating technology with sectors like renewable energy and tourism. “Despite the challenges of terrain, Ladakh’s youth are determined to make this region a hub of innovation,” the Lieutenant Governor affirmed.
Industry’s Role in Viksit Bharat
Adding a private sector perspective, Vishal Bansal, Country Director – Government, Public Sector & Strategic Accounts, Cloudera, reflected on the role of data in nation-building.
“At Cloudera, we see it as both a privilege and a responsibility to align with the Viksit Bharat initiative,” he said. Echoing Nandan Nilekani’s observation that “India will be data-rich before it becomes economically rich”, Bansal argued that how India harnesses its data would define its future.
He stressed that government agencies produce vast amounts of data daily, much of which remains underutilised. “If analysed and deployed effectively, this data can power governance innovations, create new jobs, and accelerate India’s digital economy. Cloudera stands ready to be a partner in this transformation.”
Delivering the technology presentation, Saibal Roy, Head – Government Business, Bharti Airtel, emphasized Airtel’s commitment to building a connected, competitive, and cyber-resilient India.
“Airtel is not just delivering connectivity; we are creating the backbone of India’s digital economy. With nationwide 5G rollout, Nextra Data Centers, and Airtel Cloud, we are ensuring that citizens, enterprises, and governments have access to secure and sovereign digital infrastructure,” said Saibal Roy.
Highlighting Airtel’s 57% IoT market share and robust global and domestic fiber network, Roy termed the company’s digital backbone a “national asset” that is fueling GDP growth and innovation.
“Our platforms are designed to empower organisations to serve people faster, smarter, and with greater transparency. Whether it’s a state government in a metro or a panchayat in a remote area, Airtel is enabling inclusive governance,” Roy added.
Dynamic Dialogues and Sessions
The summit featured a series of thought-provoking sessions on connectivity, AI, cloud, and digital platforms. Discussions examined the localisation of platforms like DigiLocker, eSanjeevani, UPI, and ONDC, along with strategies to empower Panchayats with digital tools.
The eminent panelists also explored cybersecurity frameworks, emphasising zero-trust models and resilient recovery systems. Sessions on “Tech for Good” showcased real-world examples of digital interventions in health, rural development, transport, and smart city governance.
According to participants, the biggest value of the summit lay in the cross-pollination of ideas between bureaucrats, policymakers, and industry leaders. One delegate noted, “It is rare to have this kind of dialogue in such a setting. Ladakh gave us both inspiration and perspective.”
Broad Representation and Partnerships
The summit drew participation from central and state government officials, innovators, startups, public sector undertakings, and IT professionals. Eminent speakers included Dr. Hari Om, IAS (UP), Geromic George, IAS (Kerala), Tashi Gyalson (LAHDC), Dr. Rajkumar Upadhyay (C-DOT), G. Sreekanth, IAS (Maharashtra), Ghanshyam Thori, IAS (Punjab), and Rahul Ratnam Pandey, IAS (Karnataka). Their contributions highlighted state-level innovations that could scale nationally.
The event also showcased public–private partnerships in driving digital adoption. NHPC Limited, Cloudera, Airtel Business, ONGC, NTPC, POWERGRID, AMAN Technologies, and Inspira Enterprise extended their support, underlining the collaborative nature of India’s digital journey.

Delivering the concluding address, Krishna C. Mishra, Product Head – Special Projects, Elets Technomedia, expressed gratitude to all dignitaries, partners, and participants for making the summit a landmark success.

He emphasised that events like these were possible only because of the “trust between government, industry, and knowledge partners like Elets.” He added that the summit’s outcomes would feed into future initiatives and publications, ensuring that “the ideas shared here in Ladakh continue to resonate across India’s digital landscape.”

The Elets Digital Innovation Summit 2025 in Leh–Ladakh concluded on a note of optimism and resolve. Delegates agreed that digital ecosystems must be secure, resilient, and citizen-first, balancing technological advancement with inclusion and sustainability.
As one speaker summarised, “What we are building is not just digital infrastructure but trust between the state and the citizen. That is the true power of Digital India.”
By showcasing innovation, enabling dialogue, and fostering partnerships, the summit reaffirmed Ladakh’s place on the national digital map—a region once considered remote now emerging as a beacon of innovation-driven governance.
