In a significant administrative move, the Government of Maharashtra has reshuffled five senior IAS officers, alongside key appointments in BEST (Brihanmumbai Electric Supply and Transport), aiming to enhance governance outcomes across sectors such as rural development, urban management, revenue administration, and public utilities.
This strategic realignment is designed to align leadership expertise with evolving governance needs across Maharashtra’s urban and rural landscapes.

Asheesh Sharma (IAS:1991) Appointed General Manager, BEST
A seasoned officer with experience in MMRDA, BMC, and NHAI, Asheesh Sharma has been appointed full-time GM of BEST. His mandate includes accelerating electrification, operational reform, and financial turnaround of Mumbai’s key public utility.
Ashwini Joshi (IAS:1999) Gets Additional Charge as BEST GM
Ashwini Joshi, known for her work in urban governance, will hold additional charge of BEST under the Governor’s direction, ensuring continuity and policy alignment during the transition.
These appointments come following the completion of Lokesh Chandra Srinivas’s impactful tenure, during which BEST undertook major digital and fleet modernisation reforms.
Vikas Kharge Reassigned as ACS, Revenue Department
Senior bureaucrat Vikas Kharge, with a strong background in high-level policymaking, has been transferred to the Revenue Department as Additional Chief Secretary. His expertise is expected to reinforce the state’s revenue strategies.
Anil Diggikar to Lead Food & Civil Supplies Department
Previously serving in Disability Welfare, Anil Diggikar now takes over as ACS, Food, Civil Supplies & Consumer Protection, a critical portfolio for ensuring food security and consumer rights.
Aziz Shaikh Appointed CEO, Zilla Parishad Dhule
Former MD of Shivshahi Punarvasan Prakalp Ltd., Aziz Shaikh brings a strong background in infrastructure and urban rehabilitation to Dhule’s rural development efforts. His experience is expected to significantly bolster local governance initiatives.
Ashima Mittal Takes Over as District Collector, Jalna
