The “RajKisan Saathi” initiative by the Department of Agriculture and the Department of Information Technology and Communication, Government of Rajasthan, embodies “Minimum Government, Maximum Governance” (MGMG). This unified digital platform integrates agricultural services (Agriculture, Horticulture, Marketing Board, State Seed Corporation) to foster “Ease of Doing Farming.” By digitising subsidies, licenses, quality control, and information, it minimises human intervention and enhances transparency.

This state-of-the-art platform offers G2C, G2B, and G2G online services built on e-Governance principles (transparency, citizen-centricity, social inclusion, and ease of service delivery). Key differentiators include Business Process Re-engineering, a dedicated online application interface, robust authentication with SMS alerts, a paperless and faceless process, automated workflows, dynamic jurisdiction mapping, Business Intelligence dashboards, digital signatures, and web/mobile accessibility.

Introduction

Aligning with the “Minimum Government, Maximum Governance” vision, Rajasthan has prioritised agricultural sector reform. RajKisan Saathi exemplifies this, adopting the “Ease of Doing Farming” approach akin to “Ease of Doing Business.” This single-window portal consolidates essential services from Agriculture, Horticulture, RSAMB, and RSSOCA, aiming to revolutionise farmer-government interaction and resource access.

RajKisan Saathi’s scope is comprehensive, covering Direct Benefit Transfers (DBT), online agri-input licenses, registration of manufacturers/dealers, quality control, information and technology dissemination, decision support, advisories, weather alerts, input management, post-harvest information, and a buyer-seller e-marketplace. This integration aims to empower farmers throughout the agricultural cycle.
Addressing The Challenges In Agricultural Governance
RajKisan Saathi emerged from a detailed understanding of inefficiencies in agricultural administration. Consultations with farmers, officials, and agri-businesses highlighted key issues in subsidy distribution and service delivery:
- Lack of a unified online platform: Farmers faced navigating multiple departments and manual processes.
- Inefficient DBT: Manual processes led to delays and potential fraud.
- Absence of a unified database: This hindered targeted scheme implementation and monitoring.
- Limited transparency: Lack of monitoring and evaluation features.
- Ineffective scheme management: Reduced program efficiency.
- Absence of performance monitoring: For stakeholders and officials.
- Lack of real-time insights: Due to the absence of interactive dashboards and MIS reports.
- Inability to track application status: This caused uncertainty for farmers.
- Concerns about impartiality: Due to a lack of random allocation for field verifications.
- Limited accessibility: Lack of mobile applications for field tasks.
- Information asymmetry: Absence of a common platform for scheme information.
- Process delays: Due to the absence of workflow-based systems and data duplication.

RajKisan Saathi’s objectives are rooted in good governance principles, aiming for improved ICT project control, risk reduction, and enhanced success rates. This structured approach ensures adaptability, fiscal responsibility, and quality outcomes. The initiative leverages ICT to empower Rajasthan’s farming community.
The core objective is to transform offline procedures into end-to-end online processes, ensuring ease in DBT, information access, licensing, and quality control. This minimises human interference, promotes unbiased decisions, enhances transparency, accelerates departmental processes through paperless operations, facilitates real-time information flow, enables effective scheme monitoring via dashboards, and creates a valuable database for planning.
Stakeholder Participation: A collaborative approach to success
RajKisan Saathi’s success relies on active stakeholder engagement. While acknowledging challenges like varying levels of openness and identification complexities, the initiative prioritises collaboration. A comprehensive stakeholder analysis identifies key influencers and beneficiaries.
Farmers are primary beneficiaries. Government departments manage the platform. Agri-businesses utilise it for licensing and market access. Financial institutions facilitate DBT. Technology providers maintain the infrastructure. Research institutions contribute expertise. Effective communication and collaboration among these stakeholders are crucial for RajKisan Saathi’s impact.
Reforms Initiated Towards Digital India: Empowering Farmers Through Technology
RajKisan Saathi aligns with the “Digital India” vision, particularly the “Electronic Delivery of Services” pillar for
farmers. The state government aims to provide electronic services to all farmers and agri-stakeholders.
Key objectives include:
- Enhanced information access: Through multiple ICT channels.
- Decision support systems: Including advisory services.
- Improved extension service reach: Via mobile field offices.
- Efficient scheme management: Through process redesign.
- State-wide common framework: Ensuring consistency.
- Secure DBT implementation: Through Aadhaar-enabled services.
- Electronic service delivery: Ensuring transparency, efficiency, accountability, accessibility, and reliability.
Strategies Adopted For Bringing Transformation: A Phased and Comprehensive approach
RajKisan Saathi’s implementation followed a strategic roadmap.
- Details of Baseline Study Conducted: A comprehensive study gathered requirements and analysed existing processes through stakeholder meetings, departmental coordination, “As-Is” process mapping, gap analysis, and “To-Be” process design with lean methodologies. Uservalidated process flows and wireframes were developed, culminating in stakeholder sign-offs and requirement prioritisation.
- Rollout/Implementation Model: This involved creating a centralised farmer/stakeholder database and dynamic jurisdiction mapping. Integration with e-Dharti, Rajdhara, IFMS, Jan Aadhar, RPP, e-Sanchaar, RajSewaDwar, RajSampark, Raj eSign, RajSSO, and Raj eVault was crucial. The system includes a web portal and mobile apps (90+ modules, 10 apps, online/offline G2G services) for DBT, input inspection, seed production monitoring, and subsidy verification.
- The implementation also includes facilitating manufacturers and dealers in geotagging their institutions and manufacturing units using the Manufacturer GeoTagging mobile app. The RajAgriQC mobile app enables barcoded, geotagged sampling processes for the online sampling of seeds, fertilisers, and pesticides for quality control. These processes are embedded with defined timelines and an escalation matrix. Additionally, digitally e-signed administrative and financial sanctions, along with the auto-calculation of subsidies based on field verification parameters, help streamline operations.
- Capacity Building and Awareness & Communication Approach: Comprehensive training sessions, video manuals, and an online training module for employees were provided. Module demonstrations, video conferencing, and in-house training ensured user understanding. IEC strategies through radio, TV, social media, and print media promoted adoption.
- Automated, Assisted and/or Physical Assessment or Feedback Mechanism: A unified grievance redressal mechanism allows users to raise tickets, ensuring timely resolution. Automated, assisted (helpdesk), and physical feedback processes provide comprehensive support.
