
Mahanagar Telephone Nigam Limited (MTNL), the state-owned telecommunications service provider, has announced the appointment of Papa Sudhakara Rao (ITS) as its new Director (Technical). His appointment will take effect from the date he formally assumes charge or until further notice, as specified in an official notification.
The Department of Telecommunications (DoT), under the Ministry of Communications, approved the appointment through an official communication dated May 7, 2025.
Prior to this role, Papa Sudhakara Rao was serving as Director (Enterprise) at Bharat Sanchar Nigam Limited (BSNL). He succeeds Dr. Kalyan Sagar Nippani, who was holding dual responsibilities as Director (HR) at BSNL and Director (Technical) at MTNL.
An alumnus of Andhra University College of Engineering, Visakhapatnam, Rao completed his B.E. in Electronics and Telecommunications with first-class distinction in 1993. He joined the Indian Telecommunication Services (ITS) in 1994 and began his tenure with the Department of Telecommunications in February 1996 as Assistant Divisional Engineer (ADET).

Rao brings with him over 27 years of extensive experience across various telecom domains, including planning, development, installation, operation and maintenance, as well as commissioning of core and access networks. His expertise spans multiple technologies such as Switching, Transmission, GSM, WCDMA, NGN, and LTE systems.
He has also enhanced his professional credentials with a Postgraduate Program in Public Policy and Management (PGPPM) from the Indian Institute of Management Bangalore and Syracuse University, New York, USA, in 2007.
