
In a significant move toward digital governance, the Maharashtra government has signed a Memorandum of Understanding (MoU) with Microsoft to set up three Artificial Intelligence (AI) Centres of Excellence in Mumbai, Pune, and Nagpur. The initiative is designed to enhance transparency, efficiency, and innovation in governance while training government employees in AI technology.
Chief Minister Devendra Fadnavis underscored the transformative role of AI in governance, stating that the partnership aligns with Maharashtra’s vision of ‘Digital India, Self-Reliant Maharashtra.’ The AI centres will be dedicated to specific domains, each focusing on leveraging AI for governance and public service enhancement.
AI Centres and Their Focus Areas:

- Nagpur – MARVEL Centre: This centre, known as the Maharashtra Advanced Research and Vigilance for Enforcement of Reformed Laws Limited (MARVEL), will integrate AI for law enforcement, anti-corruption measures, and regulatory oversight. The centre will also collaborate with IIM-Nagpur for AI-driven capacity building.
- Mumbai – Geospatial Analytics Centre: Based in the Chief Secretary’s office, this centre will employ AI-powered geospatial analytics to improve disaster management, urban planning, and satellite imagery analysis. It will provide policymakers with data-driven insights to enhance decision-making.
- Pune – Forensic Research & AI Centre: The Pune centre will focus on integrating AI into forensic research and criminal investigations. AI-driven tools will aid in evidence analysis, crime detection, and forensic data management, strengthening law enforcement processes.
AI-Driven Governance and Capacity Building

As part of this collaboration, Microsoft will provide training and certification to government employees through its MS Learn platform, ensuring that state personnel are equipped with AI expertise. The initiative aims to modernize public administration by streamlining processes, improving transparency, and enhancing service delivery.

To oversee the implementation, a high-powered AI governance committee will be established under the Chief Secretary. This committee will supervise AI integration in various government and semi-government offices, ensuring that AI-powered solutions are effectively utilized across multiple sectors.
The Maharashtra government is also expanding the scope of MARVEL, initially created in 2024 for AI-driven policing, to include broader governance applications. This move is expected to bolster AI adoption across various departments while maintaining stringent data security and confidentiality protocols.

With Microsoft’s advanced AI tools, including Microsoft Copilot, aiding administrative operations, Maharashtra is poised to emerge as a frontrunner in AI-driven governance. The collaboration is set to create new opportunities in AI, IT, and digital governance, reinforcing Maharashtra’s position as a hub for AI innovation.
By embracing AI, the Maharashtra government is taking a strategic step toward modernizing public services, strengthening governance, and fostering a more efficient and citizen-friendly administration. The initiative is expected to pave the way for future AI-driven reforms, enhancing the state’s digital infrastructure and governance capabilities.
