
In a sweeping administrative overhaul, the Haryana government, led by Chief Minister Nayab Singh Saini, has transferred 55 senior police officials — 42 from the Indian Police Service (IPS) and 13 from the Haryana Police Service (HPS). The high-impact reshuffle, announced late Monday evening, aims to revitalise the state’s law and order mechanism with fresh leadership across key urban and sensitive districts.
According to the official notification issued on April 21, the reshuffle includes changes at several top ranks, such as Additional Director Generals (ADGs), Inspector Generals (IGs), and Superintendents of Police (SPs). The move is being seen as part of a larger strategic vision to improve policing efficiency and strengthen the administrative backbone in the face of growing urbanisation and security challenges.
Key Senior-Level Appointments

Among the most notable changes, Sibash Kabiraj, a 1999-batch IPS officer and current IGP of Ambala Range, has been appointed as the new Commissioner of Police (CP), Panchkula. He replaces Rakesh Kumar Arya, a 2003-batch IPS officer, who will now serve as IGP, Panchkula, focusing on law and order after relinquishing his dual charge.

Another significant reshuffle sees 2001-batch officer Y. Puran Kumar move from the Haryana Police Academy, Madhuban, to take charge as IGP, Rohtak Range. He succeeds K.K. Rao, who now shifts to Hisar Range as ADGP. Matta Ravi Kiran, the previous Hisar ADGP, will now head the Karnal Range.

Mamta Singh, a 1996-batch officer who was serving as ADGP (Crime), has been entrusted with additional charge as ADGP, India Reserve Battalion, Bhondsi, while continuing her role in Panchkula.
Urban Leadership Revamped
In Gurugram, Sangeeta Kalia, a 2010-batch IPS officer and former DIG at India Reserve Battalion, Bhondsi, has been appointed Joint Commissioner of Police. Her appointment is expected to infuse proactive leadership into the rapidly expanding urban district.
Similarly, Rajshree Singh, IGP (Personnel), has been transferred to lead as Commissioner of Police, Jhajjar, replacing Satheesh Balan.

District-Level Changes Across the State
At the district level, Manbir Singh, DCP Headquarters, Sonipat, has been posted as SP, Bhiwani; S.S. Bhoria, SP, Ambala, will now serve as SP, Yamunanagar; and Varun Singla, SP, Kurukshetra, moves to Palwal as SP.
In the HPS cadre, Mukesh Kumar, previously DCP (Crime and Traffic), Panchkula, has been posted as DCP, Crime, Faridabad.
